- Look at the current stock of renewable energy resources, and relevant technical and institutional capacities that could be used for recovery in the country.
- Project the potential demand that could support all recovery needs within the context of green recovery which reduces inequality and leaves no one behind.
- Identify critical institutional, energy and technical capacity gaps for meeting different energy needs and recovery requirements including domestic, commercial, industrial and agriculture with forecasts for future demands
- Define the appropriate energy mix to fill the identified gaps (including capacities needed) maximizing the renewable energy portion including combinations of the most effective, cos-efficient and practicable energy potential among the wind, solar, geothermal energy options.
- Identify the technical and institutional capacities that need to be enhanced or developed to support integration of energy sector in recovery efforts in the context of green recovery, and in other relevant sectors including to respond to potential impacts of COVID 19.
- Develop prospectus for renewable energy recovery investment plan and designs including power generation (both central generation and mini-grids), transmission and distribution including modification and upgrading of existing power transmission, substations and distribution
- Ensure that renewable energy recovery investment plans and designs are resilient and risk-informed given that Yemen is extremely prone to natural disasters and climatic hazards including floods.
