Salary: Grade 8 57696 to 68857 per annum depending on relevant experience
Remote Hybrid working circa 12 days per week on site (Greater Manchester)

Place of work: Hybrid policy in the office where staff are free to choose onsite/work from home days unless flexibility is asked for for days where there is a business need to be on site. In general there is a minimum expectation of 2/3 days on site a week but people do come on site more and that is fine to do so.

Operating a 35hour working week with 10am4pm as core hours start/finish times can be flexible outside of these hours without the need to apply for flexible working.

The Opportunity

We are looking for a proactive and innovative individual to join our clients Faculty Leadership Team as Head of Planning Compliance and Special Projects. The role covers a wide and dynamic business portfolio and provides highprofile strategic and operational support and leadership across the Faculty and wider University to enable its ongoing success and development achievement of objectives and ensure compliance with all relevant legislation guidance and reporting requirements. The role works as part of the wider virtual University planning team.

The successful candidate will be able to blend authentic emotionally intelligent leadership within a large and complex organisational context working in close partnership with academic and professional services colleagues at all levels to deliver successful and impactful change. You will also be adept in understanding how to use different types of information and data and able to interpret complex information for a variety of stakeholder audiences.

You will provide leadership to a highly motivated and enthusiastic team demonstrating a firm commitment to individual and team development alongside a provision of a high quality and responsive service and expert advice to the Vice President and Dean Director of Faculty Operations and wider Faculty Leadership.

Overall Purpose of the Job

The Head of Planning Compliance and Special Projects is a multidimensional role that leads a broad and dynamic portfolio of activity across Planning Compliance Governance and Special Projects for the Faculty. They provide proactive strategic and operational support to the Vice President and Dean Director of Faculty Operations and Faculty Leadership Team to inform the continued development and successful delivery of the Faculty s strategy.

As a senior position within the Faculty s Leadership Team this is a dynamic role which combines oversight of strategic planning with that of cognate areas across governance (including responsibility for the Faculty Executive Office) health and safety risk and compliance and special projects

Main Responsibilities Strategic

  • Provide trusted strategic and operational support and advice to the Vice President and Dean Director of Faculty Operations and Faculty Leadership Team on all aspects of planning governance compliance and special faculty projects providing key analytical insights and practical solutions across the Faculty s full range of activities.
  • Lead the ongoing development and implementation of the Faculty s planning process ensuring that focus is kept on strategic priorities assessment of performance and co ordination of initiatives monitoring performance against targets and KPIs throughout the strategic cycle.
  • Colead in the ongoing development and delivery of the University level planning process working in partnership with the central University and Faculty Planning Teams and all key business partners coordinating the annual planning cycle across the Faculty including timely submission of Faculty plans.
  • Coordinate and contribute to the development implementation and monitoring of the Faculty s strategy and student number planning ensuring they are underpinned by explicit robust assumptions with clear ownership and change control.
  • Support the strategic development of the Faculty through the initiation leadership and management of key projects.


Operational

Planning Operations:


  • Manage and coordinate the delivery of a comprehensive and effective service across the Faculty to support all aspects of planning compliance and governance working in partnership with other managers and business partners in Schools in the Faculty and across the University.
  • Ensure that the Faculty complies with all requests for information and completes all compliance returns on a timely basis. Coordinate and compare the responses required from Schools and Faculties and share information to improve efficiency and reduce duplication of effort.
  • Drive the development of a data strategy liaising with those business leaders who bear responsibility for data accuracy and integrity relating to the Faculty on University systems.
  • Develop networks and relationships with senior colleagues in the Schools Faculty and University to ensure that consistent processes and policies are put in place.
  • Support the Director of Operations in reviewing and comparing resource levels across the Faculty including active benchmarking and strategic positioning of services and standards.
  • Active advocate of the university virtual team of analysts and the development of university wide MI capability.

Risk and Compliance:
  • Ensure that the Faculty has robust systems in place for identifying and managing risks including in offsite activity.
  • Oversee effective leadership and management of the Faculty s Safety team providing support to Schools Research Institutes and Faculty Office and ensuring the Faculty has in place appropriate systems and procedures for the management of Health and Safety.
  • Act as key point of contact for managing and responding to requests to the Faculty for compliance information.
  • Ensure that the Faculty has in place appropriate information governance and data protection procedures working in partnership with Heads of School Operations and the Information Governance Office to coordinate the roles of information guardians within the Faculty and ensure that all staff are aware of their obligations and responsibilities with respect to data management.
  • Coordinate and contribute to the development implementation and regular review of Faculty and University Emergency Incident Management and Business Continuity Planning processes.
  • In liaison with other Faculty leaders ensure that the Faculty and Schools are implementing all relevant University policies and procedures and that best practice is being shared and followed.

Special Projects
  • Lead and manage a team of Project Managers and Officers overseeing a range of special projects as initiated by the Faculty Leadership Team or devolved to Faculty through cross organisational groups noting operational project direction may be provided outside the team.
  • The above includes the long term evaluation of the Faculty s new campus (Manchester Engineering Campus Development MECD ) and ways of working.
  • Lead Faculty level continuous improvement projects working closely with the University Strategic Change Office

Executive Office
  • Lead the Faculty Executive Office ensuring appropriate support and briefings are provided for the VicePresident and Dean and Director of Faculty Operations
  • Oversee Faculty governance structures leading an annual review of effectiveness

Leadership
  • Lead and manage the Faculty Planning Compliance and Special Projects Team to support delivery across the scope of the team s core business with a strong commitment to development and expertise building.
  • Deputise to the Director of Faculty Operations as required as a member of the Faculty Professional Services Leadership Team and provide support in the provision of leadership across the Faculty and its PS community including active participation in Faculty and University senior leadership teams committees working groups and task forces.
  • Demonstrate an understanding of and commitment to embedding the University s policies and procedures to support and promote Equality Diversity & Inclusion across all core business areas.
  • Participate proactively as a member of the Faculty Leadership Team and Faculty Professional Services Leadership Team developing effective and beneficial relationships within and outside of the Faculty.
  • Play a key role in establishing and maintaining the University s reputation and profile nationally (and internationally where appropriate) providing business intelligence and benchmarking and contributing to the development of KPIs where appropriate.

  • Maintain confidentiality of information in line with data protection requirements and University policy.

Person Specification:
Essential Skills and Experience:
  • Demonstrable leadership experience in the development of strategies policies and plans and monitoring of performance
  • Demonstrable experience of leadership across a wide business portfolio for which you are not a subject matter expert in all areas but able to oversee the delivery from those who are.
  • Demonstrable experience of delivering successful and sustainable strategic and organisational change at a high level within a complex organisation
  • Able to successfully negotiate with and influence colleagues including demonstrable success of working in active partnership with diverse stakeholders
  • Evidence of working collaboratively and proactively across organisational boundaries with the ability to motivate and inspire colleagues
  • High quality report writing and advanced presentation and facilitation skills
  • Highly numerate and able to review present and interpret data reports
  • Able to identify and effectively implement creative solutions to problems and to develop new systems and processes
  • A pragmatic practitioner who is accomplished at doing as well as delivery through others
  • An awareness of the context in which the University is operating and understanding of the current issues facing higher education
