JOB DESCRIPTION:
EDUCATION/CERTIFICATIONS MANDATORY
Minimum of a bachelors degree with minimum of 24 semester hours business credits(Masters preferred)
Required minimum certification: Federal Acquisition Certification in Contracting (FACC)(Professional).

Certified Federal Contracts Manager certification through NCMA (preferred).

WORK EXPERIENCE MANDATORY
Expert knowledge of Federal contracting law regulation policies and precedents and related principles policies and procedures sufficient to plan lead review oraudit the most complex procurement functions.
Mastery of Federal and Departmental procurement regulations.
Knowledge of the regulations and techniques of source selection sufficient toconduct a selection.
Skill in promoting ecommerce and supporting the use of automated acquisitionsystems contractor performance evaluation systems electronic invoicing systems and other electronic systems facilitating the agencys move to paperless contracting.
. Five years of operational experience in Federal Contracting.

ROLES AND RESPONSIBILITIES
The Contractor shall provide qualified expert personnel to execute all acquisition preaward and postaward functions; responsibilities involve solving significant problems complicated by interfaces and interrelationships between and among programs systems functions policies and numerous critical issues as contained in this statement of work. The ultimate decision authority for all government procurement actions is inherently Governmental and remains a function of the government contracting official.
Establishes a full range of contractual administration actions required for the acquisition program including the issuance of contract modifications
investigation and resolution of contractor delays and similar matters. Performs indepth review and analysis to verify progress. Initiates action to resolve
contractrelated problems affecting the ability to meet program goals.
Plans and/or administers complex procurements of goods systems or services with specialized stateoftheart critical or scarce requirements and
characterized by a lack of any previous cost data use of a wide variety of cost andfixedprice contracts multiyear contracts and extensive use of subcontractors
frequent changes in terms conditions or funding arrangements and similar difficulties.
Develops and/or reviews complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques sharing arrangements such as costplusincentivefees or fixedpriceincentivefees where the agency and the Contractor share cost risk or economic price adjustment clauses for adjusting labor and material costs where price cannot be reasonably predicted at the time of negotiation.
Audits or reviews major acquisitions of similar complexity presents findingsrecommends corrective actions and policy or procedure improvements.
Reviews develops and recommends business unitwide or agencywideprocurement processes and systems procedures and policies.
Assembles and drafts complex solicitation and contract packages for peer reviews involving various acquisition documents. Identifies best practices and assesses
packages based on those points identified. A key responsibility is maintainingupdating and accessing a lesson learned and best practices database derived from
the review and evaluation process of assigned solicitations.
Must understand MARADs strategic goals and objectives related to the acquisition function. Provides updates to senior leaders and collaborates across
the agency to meet MARADs acquisition regulatory and policy goals and objectives
