  • e role of the Climate Finance Specialist will be to coordinate the government’s efforts to address climate change impacts through resource mobilisation and providing technical support to the Ministry of Finance and Planning on climate finance.

    The Climate Finance Specialist will implement all tasks under the direct supervision of the NDC Partnership Focal Point and will work in close collaboration with the different ministerial offices. He/she will need to use his/her own laptop. This is a retainer national vacancy/position for twelve 12 months, a maximum of 220 working days.
  • Support MoFP and VPO in climate finance needs assessment and NDC resource mobilization strategy development derived from the costing process and raising finance from national and international sources including the private sector.
  • Enhance internal staff technical capacity of staff from VPO, FVPO, MoF and sectors on climate finance architecture and the various funding instruments and modalities for access;
  • Support convening of quarterly donor and private sector round table meetings on climate finance mobilisation in Tanzania;
  • Work across line ministries to identify, map and develop climate financing initiatives aligned with the NDC implementation plan interventions, including project proposals and investment pipelines that can be readied for finance;
  • Support the National delegations to climate change negotiations through preparatory meetings and capacity strengthening on climate finance (GCF, Adaptation Fund (AF), Loss and Damage Fund, New Collective Quantified Goal on Climate Finance (NCQG), etc.) issues;
  • Advice and provide technical support to MoF in becoming GCF accredited under various funds such as Green Climate Fund (GCF) and support development of necessary protocols for use by project proponents to submit requests for approval of concept notes/proposals.
  • Support the establishment of the climate change unit in MoF:
  • Development of the Climate Change Unit mechanism of operation to ensure there in alignment with the climate change and environmental assessment sector at VPO
  • Governance structure, mandates and organogram of the unit
  • Support recruitment of staff
  • Support the establishment of National Climate Change Financing Mechanism (NCCFM) including setting up the Climate Change Fund and requisite policies, regulations, plans and strategies.
  • Produce and submit quarterly and monthly reports to the Assistant Commissioner for feedback and approval;
  • Contribute to planning and reporting functions in support of the broader institutional mandates;
  • Support MoF and VPO in the design and management of Consultancy assignments related to climate finance and resource mobilisation and ensuring quality deliverables agreed upon.

  • Education/Experience/Language requirements:

    Education:
  • A master’s degree in finance, economics, public policy, international development, public policy, business development, or other relevant field of study;
  • Bachelor degree in related discipline in combination with additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

  • Experience:

    Required
  • At least 5 (five) years’ experience working in the public, NGO or private sector with a proven track record of successful resource mobilisation from diverse sources and development of finance sustainability plans/strategies related to climate change and/or development.
  • Familiarity with climate finance architecture, domestically and globally, and strong understanding of global environment and development issues geopolitics that impact funding allocations from Official Development Assistance and bilateral/multilateral donors is required.
  • Demonstrated successful mobilisation of resources related to the field of climate change and/or development
  • Good understanding of United Republic of Tanzania development vision, budgeting cycle, donor environment, public finance, development issues as well as national obligations towards the UNFCCC in relation to climate finance
  • Proven experience with concept notes/proposal and investment pipeline development for bankable projects/program in different sectors.

  • Asset
  • Experience in developing public-private partnerships.
  • Excellent communication (Written and Oral) Skills and knowledge of Microsoft suite in particular work, PowerPoint and excel.
  • Strong interpersonal skills and ability to work with minimal supervision.
  • Demonstrated ability to liaise and foster cooperation between agencies, including Government, private sector participants, NGOs and other stakeholders.
