Job Summary/Scope
Under supervision reviews construction plans and specifications of new buildings and additions and alterations to existing buildings for completeness for preliminary overview by the development review committee; prepares written advisory reports on the initial overview process as well as discrepancies and non-compliant code issues found in plans and specifications during the course of the construction review process. No budgetary responsibilities.

Essential Duties and Responsibilities
- Reviews building and construction documents for completeness in submission of project documents in all phases of the review process including review of plans for conformance with the Citys Stormwater Management Plan.
- Performs plan review for permit applications as directed by Director.
- Counsels with architects engineers contractors builders owners and others related to design materials material standards and empirical construction.
- Assists in maintaining a technical library on building materials construction standards and practices and design standards.
- Assists in maintaining a current library of model construction codes and regulations.
- Reports in writing on discrepancies and design variations found in plans and specifications building materials and methods of construction as provided by the construction plan reviewers.

Required (Essential) Knowledge Skills and Abilities
- One to three years of experience in coordinating multiple complex projects from architects engineers builders and interdepartmental submissions to construction plans and municipal planning.
- Ability to analyze and interpret building and related codes; ability to work to maximum efficiency with department heads and others who have a legitimate interest in the construction documents.
- Ability to prepare clear concise and technically correct reports containing findings conclusions and recommendations on plans examined.
- Valid Drivers License required
Material and Equipment Directly Used
Basic computer skills in association with word excel outlook access and internet programs. Be able to use and interpret drafting/architectural/engineering scales. Use of basic office equipment. There may be times when use of personal vehicle may be required.
Working Environment/Physical Requirements
Work is conducted in an office environment. Work involves sitting standing stooping reaching and bending. Conduct construction site verification as required. Lifting plans set daily with weights of up to 30 lbs. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.
Education
Graduation from a four-year accredited college or university in construction management engineering or architecture or any equivalent education and experience certification in appropriate enforcement discipline. Plans Examiner Certification in the individual construction disciplines for residential construction is required within one year of employment.
