Early learning for children is emerging as one of the key social justice issues of our time. Ensuring that children have access to high-quality programming and education during their formative years can profoundly impact their future education. The Department of Education and Early Learning (DEEL) actively supports numerous Early Learning programs throughout Seattle. As part of our commitment to DEELs mission we are seeking a Program Intake Representative who will serve as one of the primary points of contact for Seattle families seeking childcare assistance and preschool services across the city.
Working within the Department of Education & Early Learning (DEEL) you will act as a Program Intake this role you will play a vital part in connecting with families to process their application materials and determine their eligibility for both the Seattle Preschool Program (SPP) and the Child Care Assistance Program (CCAP). Your responsibilities will include assisting families with enrolling into these programs and verifying their application materials. As a representative of DEEL youll need to be knowledgeable about the specific requirements for each program. Youll work with a diverse range of families including those from various cultural and ethnic backgrounds refugees and heritage language speakers. Its crucial to be comfortable addressing issues related to race social justice poverty equitable access and gatekeeping.
Job Responsibilities

Determine clients program eligibility by:
- Communicating with Families: Youll engage with families review their documentation and assess their eligibility for childcare assistance and preschool programs.
- Guiding Families: Youll explain program guidelines and eligibility requirements to families.
- Providing Information and Referrals: Families often seek guidance on available services. Youll provide valuable information and referrals connecting them with resources offered by other agencies.
- Calculating Income: Youll calculate household income based on documents provided.
- Providing Language Support: Working with interpreter services youll assist heritage language speakers in completing the enrollment process.
- Doing Follow-Up: Youll follow up with families to ensure they complete the enrollment process and collect any missing documentation.
Assisting clients by:
- Providing Community Outreach: Conducting outreach activities including presenting information to community groups and governmental agencies.
- Supporting Child Care Providers: Youll work closely with preschool and childcare providers providing them with necessary support during the enrollment process.
Completing associated administrative duties such as:
- Monitoring Caseload: Monitoring caseloads and handling childcare subsidies including closing enrollments when necessary and explaining denials to families.
- Writing Correspondence and Recommendations: Youll prepare correspondence including crafting recommendations for the Program Intake Manager. These recommendations will address families requests for exceptions to policies.
- Maintaining Record Keeping: Maintaining accurate records is essential. Youll fill out forms update records and coordinate the completion of separate forms for each applicant.
- Database Management: Utilizing a database youll manage information efficiently. Ensuring data integrity is vital as it contributes to effective decision-making and streamlined processes.

Qualifications
In addition to the qualities mentioned above you will need to possess the below required qualifications (or a combination of education training or experience which provides an equivalent background required to perform the work of the class):
- Two years of college education in a social science education or a related field
- Two years of experience interviewing or counseling clients or in community outreach preferably in a social service setting
OR
- Three years of experience interviewing or counseling clients or in community outreach preferably in a social service setting
Additional Information
This civil service position is eligible for overtime and is classified as a Program Intake Representative. It is governed by a collective bargaining agreement between the City and the union PROTEC17 Technical Unit.
Pay: The full pay range for this step-progression position is $37.96 - $44.21 per hour. New employees begin at Step 1 of the pay progression which is $37.96 hourly. Current City employees starting rate of pay will be based on Personnel Rules.
Working Schedule: This position offers a hybrid work schedule. Employees will be expected to work in-person three days a week. Individual schedules will be based on agreement between the employee and their supervisor.
Hiring Timeline: First round interviews for this position are tentatively scheduled for the week of June 15 2026. Second round interviews are scheduled for the week of July 6 2026.

Pre-Employment Requirements:
- Background Check: Applicants must successfully pass a background check which will be conducted in accordance with Seattles Fair Chance Employment Ordinance SMC 14.17. - Driving Abstract: If you are selected to advance in this hiring process you may be asked to obtain a complete 5-Year driving record from the Department of Licensing.
Language Premium Pay: Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360) which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language interpretation or translation services to the public on behalf of the City of Seattle.
