Title:Business and Finance Director

Reports to:Superintendent of Schools
Supervises: Accountant/Board Treasurer Order Processing/Accounts Payable Payroll Accounting Facilities Use Processing
Purpose and Objectives of the Position: The Business and Finance Director will direct and manage the business operations of the school district including budget accounting payroll purchasing and other business functions. Serve as the Clerk of the Board of Education.
Essential Job Functions:
I. District Budget Development and Administration:
- Prepare the annual budget for publication and file with the County and State offices as prescribed by
- Administer and coordinate all practices pertaining to the budget throughout the year and carry out all legal requirements of the budget
- Develop expenditure and revenue projections in order to make recommendations for budget amendments throughout the
- Prepare periodic budget reports and presentations for the Superintendent and the Board of Education.
II.Business Services:
- Oversee the procedures for procurement of materials supplies equipment and services that will result in their acquisition in accordance with the laws of Kansas including writing Requests for Proposals Bids and Quotes on behalf of department administrators when necessary.
- Obtain bids or manage the renewal process for insurance coverage for equipment personnel physical facilities and other insurance coverage as directed by the Board of
- Ensure the appropriate preparation of contracts and maintain the district contract file
- Develop and maintain an organized system for collecting unpaid
- Oversee the rental of district facilities in accordance with Board of Education
- Establish and maintain a district wide fixed assets inventory system for equipment and
- Ensure business operations support the districts goals and o
- Implement policies and procedures established by Federal and State law State Board of Education rule and local Board policy in the area of business
III. Accounting Services:
- Supervise the preparation of all payrolls reports and related
- Ensure the district payroll procedures are in compliance with Wage and Hour
- Supervise the purchasing and accounts payable functions of the
- Supervise the accounting functions of the district to ensure accounting records are maintained in conformity with the laws of the State of
- Ensure district compliance with all audit requirements for State and Federal
- Manage all district financial audit engagements including annual independent financial audit annual KSDE enrollment and program audits KPERS audits Legislative Post Audit requests Workers Compensation audit and varying federal audits for grants wage and labor etc.
- Prescribe procedures and provide assistance to building administrators to ensure compliance with State guidelines for school activity
IV.Financial Services:
- Work with the bond advisor and oversee the issuance of bonds as directed by the Superintendent.
- Prepare periodic reports and monitor cash flow for bond projects in order to evaluate bond needs and maximize investment
- Solicit proposals for banking services as needed and supervise the investment of district
V.Personnel/Benefits Management:
- Facilitate the renewal of the workers compensation program for the
- Coordinate the liability insurance renewals.
- Track and report on benefit expenditures and fluctuations.
- Ensure that benefits are applied to employees correctly in the payroll system.
- Oversee the employee management plan in the district ERP.
- Attend teacher contract negotiation meetings as needed and prepare such reports as the Superintendent may req
- Evaluate job performance of business department employees to ensure ef
- Recruit train and supervise business personnel and make sound recommendations relative to personnel placement assignment retention discipline and
Other Duties:
- Oversee the preparation of various annual reports and surveys including the 18E Annual Statistical Report Superintendents Organizational Report Annual Principals Building reports Civil Rights Data Collection Local Effort SPED Transportation and other reports assigned by the Superintendent.

Knowledge Skills and Abilities Required:
- Masters degree in a business-related field or educational administratio
- Advanced technical knowledge of school finance budgeting and accounting
- Strong communication organizational public relation and interpersonal
- Ability to use personal computer and software to develop reports and perform data
- Ability to interpret policy procedures and
- Ability to manage budget and person
- Ability to handle multiple tasks
- Ability to observe and follow all school district policies at all ti
- Ability to react to change and frequent interruptions in a productive and positive manner meeting deadlines as assign
- Ability to implement and follow all district health and safety policies including all precautions of the Bloodborne Pathogens Exposure Control
- Must verify good health by passing a physical examination which includes TB and drug test as required.

Terms of Employment: Twelve (12) month contract. Salary to be established by the Board.
