Roles and Responsibilities:
Position provides advanced advisory analytical and case management support to a federal agencys HR/ELR program. This role supports complex employee relations cases (e.g. misconduct adverse actions performance issues) supports labor relations activities (e.g. bargaining grievances ULP responses) and supports the program office in partnership with agency leaders to ensure consistent legally compliant and mission aligned outcomes.
Labor Relations (Advisory & Advocacy)
- Support the agencys Human Resources Office as the primary point of contact in dealings with labor organizations holding exclusive recognition.
- Interprets and applies the Federal Service Labor-Management Relations Statute (5 U.S.C. Chapter 71).
- Assist with negotiating and administering Collective Bargaining Agreements (CBAs); serves as a technical advisor during term and mid-term bargaining.
- Investigates and prepares the Agencys position for Unfair Labor Practice (ULP) charges and represents the Agency before the Federal Labor Relations Authority (FLRA).
Employee Relations & Conduct Management
- Provides expert advice to management on federal conduct and performance regulations (5 U.S.C. Chapters 43 and 75).
- Conducts intensive fact-finding and investigations into complex conduct issues; recommends appropriate disciplinary or adverse actions.
- Expertly applies Douglas Factors to ensure the consistency and defensibility of penalties.
- Support the preparation of the Agencys litigation file and support technical witnesses in hearings before the Merit Systems Protection Board (MSPB).
Grievances and Appeals
- Support administrative and negotiated grievance procedures.
- Evaluates the merits of cases and recommends settlements or litigation strategies to the General Counsel and Agency leadership.
- Recommend actions to ensure compliance with final decisions from the EEOC MSPB and Arbitrators.
