The Opportunity:

This is an internal opportunity that is open to all current regular probationary/trial service and limited duration employees or those in a paid or unpaid internship program at the time of recruitment who are in paid status on approved leave or on an active recall list. At the Department of County Management (DCM) the public service we carry out is essential to the operation of Multnomah County as a government as well as an employer. The Division of Assessment Recording and Taxation (DART) strives to ensure the stability and quality of life for our community by providing local government with the revenues necessary to fund essential services. The primary role of DART staff members is to carry out the functions of the Assessors Office in a manner that is friendly respectful resourceful and willing in order to create an environment of safety trust and belonging for all.

About The Position:

Seeking an experienced professional with in-depth knowledge of Oregon property tax regulations to determine eligibility for special property tax programs.

  • Process and evaluate exemption special assessment and other program applications.

  • Approve/deny applications based on regulations.

  • Notify applicants of decisions in writing.

  • Assist applicants with inquiries and required information.

  • Calculate and notify applicants of fees when necessary.

  • Coordinate with other departments or agencies as needed.

  • Conduct field audits using a personal vehicle and prepare reports.

  • Provide customer service as it relates to special programs.

  • Review government leases to determine tax status.

  • Analyze and Investigate account irregularities and initiate corrections.

  • Review and provide input on proposed legislation.

  • Conduct legal research for County counsel and serve as an expert witness if required.

  • Audit completed work for accuracy.

  • Adjust Maximum Assessed Values (MAV) as needed.

TO QUALIFY:

We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills*:

  • Associates degree. Experience may substitute for a degree

  • 2 years of experience in real estate practices assessment taxation and appraisal methods.

  • Ability to pass a background check

  • Must be a licensed driver in the state of Oregon or Washington as this position will require the use of a personal vehicle to conduct field inspections.

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Experienced in commercial real estate appraisal

  • Experience in Oregon Revised Statutes as it relates to exemptions

  • Experience and/or knowledge with any property tax exemption or special assessment program

  • Experience navigating a Computer Assisted Mass Appraisal (CAMA) system

ADDITIONAL DETAILS:

This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.

Type of Position: This position is represented by Local-88 is hourly non-exempt and eligible for overtime.

Equal Pay Law: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience education seniority training and/or tenure. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

Schedule: Monday - Friday; There may be some scheduling flexibility including start and end times.

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Serving the Public Even During Disasters

Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
