The Office of Citywide Procurement (OCP) develops awards and administers approximately 1100 requirement contracts for goods and services on behalf of all City agencies departments boards and authorities leveraging the Citys buying power and maximizing efficiencies by reducing duplicative work. Procures on average nearly $1.5 billion in goods and services for City agencies annually. The MWBE Office provides guidance and procedures for agency compliance with all M/WBE procurement requirements. It monitors contractor compliance with the mandates of Local Law 129 of 2005 which created the MWBE program that established utilization goals for prime and subcontracts by sectors gender and ethnicity. It helped to increase the number of MWBE firms certified to participate in the Citys program from 700 to over 3000. Local Law 1 of 2013 helps strengthen and expand the MWBE program by eliminating the $1 million cap on subcontracting goals for prime contractors; sets one percentage goal for both prime and subcontractor participation; supports goals for all ethnicities and women in all industries; establishes dual certification for WBEs; eliminates goals for goods over $100k; and now includes goals for standard services. DCAS seeks to hire a Chief Diversity Contracting Officer who will be reporting to the Mayors Office of M/WBE and whose primary responsibilities include but are not limited to the following:

- Attend quarterly meetings with the Citywide Chief Business Diversity Officer (CBDO) to discuss matters related to contracting with M/WBE vendors.
- Submit recommendations to the Mayors Office of M/WBE to strategies to renegotiate contracts to include adjusted M/WBE participation goals.
- Reevaluate the M/WBE participation goals included in every existing contract approaching renewal and submit recommendations to renegotiate contracts to include adjusted M/WBE participation goals.
- Draft the annual agency M/WBE Performance Improvement Plan Report and submit it to the Mayors Office of M/WBE.
- Draft the annual agency M/WBE Goals and Strategies and submit them to the Mayors Office of M/WBE outlining the agencys goals and strategies for achieving M/WBE utilization goals.
- Review emergency contracts citywide to increase M/WBE subcontracting goals create M/WBE vendor listings for emergency services and conduct outreach to prospective vendors to inform them of contracting opportunities for M/WBE emergency services vendors.
- Spearhead the creation of M/WBE vendor listings in collaboration with the Citywide Shared Services unit to create new M/WBE Pre-Qualified Lists (PQLs) to unbundle citywide master agreements and increase M/WBE utilization as part of the Mayors Office of M/WBE and City Hall priorities for the below services each with a spend of over $20 million:
- Workforce initiatives for recruitment
- Security guard services
- Creative/design services
- Pest management

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive or supervisory experience described in 1 above.
