Description of Work

The position manages aspects of oceanfront development including beach nourishment terminal groin or other oceanfront structures inlet management beneficial use and other special projects under the Coastal Area Management Act and the State Dredge and Fill Laws. The position acts as the field representative permit coordinator and compliance and enforcement for these projects and coordinates actions with federal state and local regulatory agencies under an umbrella permit review process. The position will present project details and analysis to a wide range of stakeholders agencies academia the public and commissions. Project lead for projects listed above.

Key Responsibilities:
Project permitting lead for beach nourishment oceanfront structures inlet management and beneficial use projects.
Reviews applications for the above projects. Ensures timely and detailed review of engineering drawings and specifications for compliance with State laws (CAMA and Dredge and Fill) rules within 15A NCAC 07 policies and good engineering practices.
Performs tracking and compliance duties for projects to include change orders for eligibility and performance of regular inspections compliance with federal grant requirements and documenting observations and progress.
Meeting with applicants their consultants and review agencies to facilitate project development design permitting.
Prepare and present project details and analysis including any required legislative reports to a wide range of stakeholders public and commissions.
Review project monitoring reports and coordinate mitigation and compliance actions as necessary.

The Division of Coastal Management (DCM) works to protect conserve and manage North Carolinas coastal resources through an integrated program of planning permitting education and research. DCM carries out the states Coastal Area Management Act the Dredge and Fill Law and the federal Coastal Zone Management Act of 1972 in the 20 coastal counties using rules and policies of the NC Coastal Resources Commission known as the CRC. Minimum Education and Experience

Masters degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
