Description of Work

The purpose of this position is to support and assist all offenders as they develop skills in the areas of educational planning and career development. The intent of this position is to provide information instruction and skills that support the instructional program in core subjects for students in an adult prison setting age 22 and under.

Knowledge Skills and Abilities/Management Preferences

Salary to be determined by qualifications within a range of $55320 to $86148.

Salary Grade: Based on NCDPI Salary Schedule

This is a full-time permanent and continuing position (40 hours per week) with state benefits. This is a year-round position.

Management preference for candidates who can show evidence of:

  • Certification in multiple core subjects (e.g. math and science).
  • Experience in maintaining accurate records including but not limited to social and emotional skills summative and formative performance assessment results and anecdotal notes
  • Experience conducting non-standardized education assessments according to accepted professional practices
  • Experience collaborating with teachers and staff to integrate guidance and counseling into the curriculum.
  • Experience in creating maintaining and providing oversight on the implementation of Section 504 plans
  • Experience communicating effectively with stakeholders both orally and in writing.
  • Experience using technology productivity tools software and student information systems including but not limited to Microsoft Office (Word Excel etc.).

This position serves as a primary contact supporting student success by fostering academic behavioral and social-emotional growth for students working toward a high school equivalency diploma. This position is located within the academic school at Foothills Correctional Institution Morganton NC (Burke County).

Reporting to the School Principal the School Counselor is a core member of the education team responsible for implementing and monitoring the schools vision mission values and goals. The counselor must be able to organize and deliver counseling support transition services and related educational programs to groups of student offenders of all ages creating a flexible program and learning environment that supports each students abilities and personal growth within a male close-custody correctional facility. The counselor will also perform any additional duties assigned by the principal.

Job responsibilities of this position include but are not limited to the following:

  • Developing and maintaining a comprehensive and effective data-driven school counseling program with interventions based on NC state standards
  • Providing individual and group counseling and classroom guidance addressing students personal educational and social challenges.
  • Collaborating with teachers and other staff to integrate guidance and counseling activities in the school curriculum
  • Helping interpret standardized test results formative and summative assessment results and other student data accurately and effectively.
  • Aggregating disaggregating and interpreting standardized test results formative and summative assessment results and student data accurately and effectively

Compensation for all certified educators working for NCDAC in school educator positions is based on the NC Department of Public Instructions Salary Schedule. This schedule is approved annually by the NC General Assembly and sets pay based on the educators years of experience and education level.

About the Department of Adult Correction (DAC)

The North Carolina Department of Adult Correction is responsible for the care custody and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons Correction Enterprises the Division of Community Supervision and the Division of Rehabilitation & Reentry.

ABOUT Foothills Correctional Institution

Foothills Correctional Institution is located in Morganton NC (Burke County). Opened in 1994 Foothills Correctional Institution houses close-custody male offenders primarily between 18 and 25 years of age in 712 single cells. Offenders in close custody are housed at the main institution while the detached Minimum Custody Unit located behind the main unit houses adult minimum custody offenders; close custody is the highest security level a prison in North Carolina can have. The facility offers a wide variety of programs including educational and vocational programs as well as a variety of job assignments; Foothills Correctional is home to one of the prison systems four schools for younger offenders.
