The Williams Lake First Nation (WLFN) or the Texelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane in nearby Williams Lake BC and across the globe.

POSITION
The Operations & Maintenance (O&M) Manager contributes to the overall success of the organization by coordinating the day-to-day operations of the department managing the budget and meeting reporting requirements according to the organizations vision objectives and strategic direction. The O&M Manager oversees staff writes proposals and inspects facilities schedules maintenance completes work orders locates contractors inspects repairs and maintenance for community buildings water sewer and electrical systems and roads as well as WLFN vehicles. Operations & Maintenance Manager will be reporting to the Director of Infrastructure Planning and Public Works.

Permanent Full-Time (40 hours per week).
Probation Period
3 months from the date of hire.
Education Required
- Certification in carpentry or equivalent construction experience.
Experience Required
- Minimum 5 years of business property & maintenance management or related experience.
- Experience in planning managing or leading construction and renovation projects.
Overtime Status
Exempt.
DUTIES & RESPONSIBILITIES
Operations and Maintenance
- Scheduling and overseeing all maintenance-related work by managing a team of maintenance supervisors & workers.
- Ensuring the facility satisfies all industry regulations.
- Managing budgets.
- Forecasting ordering and price negotiation for spare parts inventory.
- Coordinating the completion of complex repairs.
- Looking for new ways/tools/assets to improve productivity and cut costs.
- Develops an operational plan which incorporates goals and objectives for programs and services including program delivery and evaluation.
- Delivers the provision of Operations & Maintenance to community members by developing procedures for maintenance of the premises equipment buildings roads water and wastewater.
- Manages maintenance program by estimating costs submitting to Housing for approval modifying work order when over budget limit arranging for renovations and repairs and inspecting work for completeness.
- Manage road and bridge maintenance snow plowing sanding grass mowing garbage and recycle collection and vehicle maintenance and inspection.
- Ensures vehicles and buses are inspected and have adequate insurance coverage.
- Purchases materials for maintenance and tracks expenditures to budget allocation.
- Establishes and maintains annual operating budget and works to secure adequate revenue and funding.
- Maintains and monitors management plans maintenance plans along with maintenance contracts.
- Meets regularly with government bodies industry First Nations organizations etc. to share information and identify problem areas then works towards developing solutions to issues.
- Identifies promotes and coordinates partnership opportunities with Aboriginal and non-Aboriginal communities focusing on Community infrastructure initiatives.
- Conducts needs assessment with the community to identify needs and to provide information to external agencies as well as governing body which feeds operational plans. Consults and liaises with other Operations & Maintenance experts to share information and to potentially formulate Joint special projects which would enhance the delivery of existing programs and services.
- Creates a safe and healthy environment following Occupation Health & Safety standards.
- Works cooperatively in conjunction with the Housing department.
Human Resources and Administration
- Works with Human Resources (HR) for the recruitment orientation performance review and development of staff.
- Schedules staff for daily weekly and monthly routines provides training and helps troubleshoot difficult tasks or issues.
- Ensures employee compliance with WLFN policies and procedures.
- Coordinates and leads staff meetings sets the agenda provides minutes and clearly communicates WLFN information to all staff.
- Keeps the Chief Administrative Officer informed of sensitive and important issues and events.
- Ensures there is a system of checks and balances for the maintenance of accurate and confidential files and records; complies with reporting requirements.
- Develops a communication strategy for public awareness of programs and events.
- Supports the mission vision and values of Williams Lake First Nation.
- Contributes to the WLFNs ongoing success by accomplishing other duties as required or assigned.

QUALIFICATIONS
Knowledge
- Knowledge of the provision of Operation & Maintenance principles practices. policies and procedures.
- Knowledge of building codes and standards with an ability to read blueprints.
- Knowledge of Roads & Bridges.
- Knowledge of Municipal Agreements.
- Knowledge of Fire suppression.
- Knowledge of Vehicle Fleet Management.
- Knowledge of Indigenous Services Canada (ISC) reporting requirements and asset management reporting is considered an asset.
- Knowledge of Microsoft Office software at an Intermediate/advanced level.
Skills and Abilities
- Ability to perform the physical requirements of the job which include carrying lifting bending climbing standing and walking and working in all weather conditions.
