The Director of Human Resources and Administration is a member of the senior management team carrying responsibility for the leadership of the Human Resources and Administration functions within the organization including organizational development initiatives in accordance with the mission of YWCA Toronto and the needs of staff participants and volunteers. The incumbent contributes to the overall development and management of the Association.

RESPONSIBILITIES
- As a member of the senior management team the Director of Human Resources and Administration will carry responsibility for the leadership of the Human Resources and Administration functions within the organization including organizational development initiatives in accordance with the mission of YWCA Toronto and the needs of staff participants and volunteers. The incumbent contributes to the overall development and management of the Association.(Cases for Equivalency will be considered);
- Contribute to the development of the annual operating budget; support the maintenance of the Associations risk management framework; represent Senior Management on Association-wide committees;
- Oversees the development of short- and long-term departmental plans aligned with the Associations strategic plan working collaboratively with the Chief Executive Officer and Department Directors to support shared organizational priorities and outcomes;
- Provides senior management leadership in collaboration with the Chief Executive Officer and Department Directors in the review coordination and development of organizational administration policies programs and practices ensuring alignment with the Mission of YWCA Toronto
- Oversees the development and implementation of employee engagement and change management initiatives supporting Department Directors in fostering a positive inclusive and respectful organizational culture;
- Ensures compliance with all employment-related legislation and supports the Chief Executive Officer and Department Directors in meeting organizational compliance responsibilities;
- Ensures the collection and use of key human resources data and metrics to support informed decision-making and continuous improvement of organizational practices;
- In collaboration with the Chief Executive Officer Department Directors and the Senior Manager of Equity and Transformative Engagement oversees the development implementation and ongoing refinement of the Associations Inclusion Diversity Equity and Accessibility (IDEA) Strategy Action Plan and related initiatives;
- Oversees recruitment and onboarding programs and workforce planning to ensure alignment of human resources with program/department goals and objectives;
- Provides advice and direction to management regarding labour relations policies bargaining strategies and the overall management of labour relations matters;
- Acts as the staff lead for the Associations contract negotiations with the Union;
- Oversees the administration of the collective agreement and oversees the grievance and arbitration procedures and ensures adherence to all contract specifications.
- Oversees salary administration and performance management programs;
- Ensures a positive liaison with the Benefits Consultant to negotiate benefit agreements with carriers ensures competitiveness and cost-effectiveness of the benefits package and ensures the administration of the benefits package;
- Oversees the development and implementation of health & safety policies and programs for the Association and in conjunction with the Senior Manager of Human Resources and ensures compliance with all Occupational Health & Safety related legislation;
- Oversees coordination of development and implementation of all administration policies and procedures included in the scope of YWCA Torontos Administrative Manual and any funders guidelines.
- Leads the coordination of the Associations Evaluation Framework in collaboration with the Chief Executive Officer and Department Directors including shared responsibility for organizational performance measurement review of results and improvement planning;
- Leads the development and implementation of the Associations centralized data strategy and systems in collaboration with the Chief Executive Officer and Department Directors to support consistent timely and data-informed decision-making;
- Ensures the preparation administration and monitoring of the human resources and administration budgets statistics and records and approves these budgets for submission to the Director of Finance and Information Technology and the Chief Executive Officer.
- Advanced knowledge of the concepts and theories of human resources and office management normally acquired through the completion of a graduate degree plus a Certified Human Resources Professional (CHRP) designation with the Human Resources Professional Association of Ontario (HRPAO) with over 10 years directly related experience.
- Knowledge of and experience in a unionized environment and the collective bargaining process are essential.
- Knowledge in the Inclusion Diversity Equity and Accessibility field including an understanding of anti-oppression strategies and training and conflict mediation and resolution is required.
- Knowledge of office and administrative management financial management and gender equity issues are required as well as previous work experience in a diverse unionized environment.
- The incumbent must possess excellent written and oral communication skills and superior organizational and analytical skills.
- A working knowledge of computer applications including Microsoft 365 Office Suite and HRIS is essential.

Management Work Hours
While the standard work week is 35 hours flexibility is required for management positions. Hours may exceed 35 per week based on operational demands. Management positions receive additional 70 hrs. overtime hours annually in accordance with the Management Hours of Work Policy.
