Job Summary

Introduction

**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEESONLY**

Purpose

The Human Resources (HR) Analyst provides a wide range of personnel-relatedadministrative and project support to the Department of Neighborhood Services(DNS).

Essential Functions

Payroll and Records Management

  • Process biweekly payroll for the Department of Neighborhood Services (DNS) staff.
  • Process entries for increment raises adjustments and other transactions.
  • Handle all informational requests and paperwork regarding adding and removing employees from payroll.
  • Provide payroll-related information such as employment verification and vacation balances to relevant parties.
  • Provide general administrative support for the DNS Human Resources (HR) team including running or designing reports scheduling meetings and answering basic employee questions.
  • Research and analyze data as requested by the DNS HR Administrator to assist with special reports and/or projects as needed.

Recruitment and Hiring

  • Prepare and update job descriptions.
  • Prepare and/or review job announcement bulletins.
  • Monitor job requisitions promotion and transfer requests and reclassification requests.
  • Serve as a liaison between hiring managers and the Department of Employee Relations (DER) during recruitment.
  • Assist with recruitment initiatives.
  • Coordinate and schedule candidate interviews; notify candidates who are not extended job offers following the interview process.
  • Conduct reference checks and verify employment and education of candidates.
  • Extend job offers and communicate pre-employment requirements to all candidates.
  • Conduct DNS new employee orientation and onboarding.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixed-term position.
  2. Bachelors degree in human resources management public administration industrial or labor relations economics psychology or a closely related field from an accredited college or university.

Equivalent combinations of education and experience may alsobe considered.

  • Experience performing advanced payroll functions.

Knowledge Skills Abilities & Other Characteristics

Technical:

  • Knowledge of the principles and practices of human resource administration.
  • Ability to learn complex payroll and personnel procedures.
  • Ability to make accurate calculations.
  • Knowledge of mathematics and calculations related to complex payroll functions.
  • Customer service skills to assist employees and managers with inquiries and problems.
  • Ability to read interpret and write reports.
  • Intermediate to advanced skill in using standard computer applications such as Microsoft Word Outlook and Excel including importing and exporting information and performing queries.
  • Knowledge of administrative support methods systems and terminology.
  • Ability to learn and effectively perform accurate data entry in a human capital management (HCM) system currently Oracles Human Resources Management System (HRMS) soon to be Workday.

Communication and Interpersonal:

  • Verbal communication skills to share information and respond to questions clearly.
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to remain calm in stressful situations defuse emotionally charged situations and seek solutions toward resolution.
  • Ability to maintain effective working relationships with fellow staff management other City staff elected officials union officials and the public.
  • Ability to work independently and cooperatively in a team-oriented environment.
  • Ability to work effectively with people whose backgrounds may differ from ones own.

  • Ability to plan organize prioritize and complete work to achieve objectives on time within deadlines and with limited supervision.
  • Attention to detail and the ability to perform work with a high degree of accuracy.
  • Ability to exercise excellent judgment discretion and tact in handling confidential personnel matters.

Current Salary

The current salary range (Pay Range 2IX) is$68244-$89460annuallyand the resident incentive salary range for City of Milwaukee residentsis$70974-$93038annually.

Appointment above the minimum is possible based upon levelof experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESSwill be job-related and willconsist of one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Department of EmployeeRelations and the Department of Neighborhood Services reserve the right to callonly the most qualified candidates to proceed in the selection from the selection process will be used to make a hiring candidates will be transferred and/or promoted to the position.
