Job Summary

Responsibilities

Peraton requires COMSEC Custodians to support the Special Operation Command Information Technology Enterprise Contract (SITEC) 3. This position is located at Stuttgart Germany (SOCEUR) and requires TESA approval.

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM its Component Commands its Theater Special Operations Commands (TSOCs) and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration change license and asset management; conduct training and perform Install Move Add Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM the CIO/J6 organization and ultimately the end-user who operate around the globe 24x7x365.

COMSEC Custodians require extensive experience in managing safeguarding and accounting for classified cryptographic materials and devices. Their primary focus is ensuring the secure uninterrupted operation of the Commands secure communication networks across both garrison and austere environments. The COMSEC Custodian works directly with network operations personnel systems engineers and forward-deployed units to distribute keys execute Key Management Infrastructure (KMI) operations and troubleshoot secure voice and data systems. Furthermore the COMSEC Custodian establishes and enforces strict cryptographic security protocols conducts training for Local Elements (LEs) and COMSEC Responsible Officers (CROs) and acts as the primary point of contact for COMSEC incident investigation and resolution.

Duties include but are not limited to:

  • Serving as the commands regulatory liaison drafting and enforcing Standard Operating Procedures (SOPs) that align with National Security Agency (NSA) DoD and USSOCOM COMSEC policies and directives
  • Ensuring the integrity and continuous operation of the TSOC COMSEC/TRANSEC program
  • Developing and maintaining local COMSEC SOPs; advising and assisting forward-deployed locations in the development and maintenance of site-specific COMSEC SOPs
  • Performing monthly self-assessments of the Command COMSEC programs to ensure inspection readiness
  • Coordinating with COMSEC account-holding organizations to facilitate Staff Assistance Visits (SAVs) for both garrison and forward units
  • Overseeing the accurate inventory distribution accountability and destruction of COMSEC keys and related material across the Commands garrison and forward footprint
  • Maintaining records and files and issuing/recovering local COMSEC equipment in accordance with established policies
  • Coordinating with the Command Special Security Office (SSO) to ensure all facilities that process COMSEC-related material meet all physical and technical security requirements
  • Ensuring prompt and accurate preparation signature and submission of account correspondence messages and accounting reports
  • Developing and periodically reviewing Emergency Action Plans (EAPs) for the local garrison and auditing forward-deployed units EAPs on a quarterly basis
  • Providing written guidance concerning the handling accountability disposition and security of all cryptographic equipment
  • Managing accountability for all COMSEC material issued to the Command account and sub-accounts/Local Elements (LEs) ensuring alternates and users fully comply with all applicable provisions
  • Creating and maintaining a COMSEC file plan IAW specified retention instructions and managing an unclassified material delivery point
  • Writing reviewing and analyzing COMSEC message traffic and documents to ensure compliance with current Joint COMSEC Management procedures
  • Responding to crisis situations including investigating and reporting COMSEC incidents or Practices Dangerous to Security (PDS) regarding the compromise or loss of COMSEC material
  • Serving as the Subject Matter Expert for the Key Management Infrastructure (KMI) Electronic Key Management System (EKMS) Simple Key Loaders (SKL) KIV-7 and TACLANE series devices
  • Supporting the High Assurance Internet Protocol Encryptor (HAIPE) Manager
  • Planning and executing Out-Of-Band-Key Transfers (OOBKT) for the remote rekey of enterprise encryptors on multiple networks using the GEM-X HAIPE Manager
  • Performing hands-on installation maintenance configuration and troubleshooting of COMSEC equipment as required
  • Programming and operating approved key fill devices
  • Providing training to CROs Secure Voice Responsible Officers (SVROs) and all COMSEC users; accurately documenting the training to include date name and signatures of the trainer and trainee within required periodicities
  • Providing incident response and tracking utilizing multiple IT Service Management (ITSM) software applications including Remedy and JIRA

Qualifications

Required Qualifications:

  • Minimum of 10 years with AS/AA; 8 years with BS/BA; 6 years with MS/MA; 3 years with PhD
  • 12 years of relevant experience will be considered in lieu of formal education
  • DoD TS/SCI clearance is required for this role
  • At least two years of previous hands-on experience working in a COMSEC Manager capacity
  • Must have the ability to communicate well both orally and in writing

Desired Qualifications:

  • DoD 8570.01-M IAT II certification
  • Completion of Army KMI/Management Client (MGC) course (4C-F60/160-F40) with certification letter
  • Prior SOF/TSOC experience
  • Familiarity with EUCOM/SOCEUR theater-specific communication requirements

Target Salary Range

$86000 - $138000. This represents the typical salary range for this position. Salary is determined by various factors including but not limited to the scope and responsibilities of the position the individuals experience education knowledge skills and competencies as well as geographic location and business and contract considerations. Depending on the position employees may be eligible for overtime shift differential and a discretionary bonus in addition to base pay.
