Primary Purpose
The ESC Texas Innovative Staffing Fellow will build capacity in facilitating LEAs through the implementation of high-quality sustainable residencies via innovative staffing models.

Education/Certification:
- Masters Degree
- Texas Teacher Certification
- Texas Administrative Certification required
Special Knowledge/Skills:
- Team-oriented attitude and desire to work collaboratively with TEA ESC staff various university partners and campus/district/charter school personnel.
- Strong organizational communication public relations and interpersonal skills.
- Demonstrated track record of LEA leadership and district-level technical assistance including facilitating:
- Strategic decision-making
- Change management
- Campus-to-district-level alignment
- Operational decisions
- Familiarity and preferably direct prior experience with school finance and operations particularly staffing scheduling and budgeting
- Strong project management process facilitation and coordination skills
- Establish key performance indicators (KPIs) and metrics for each program initiative to measure success and progress
- Monitor and evaluate the performance of each program initiative regularly conducting qualitative and quantitative analysis.
- Ensure that the performance management process is cyclical and iterative promoting continuous improvement.
Experience:
- A minimum of two years campus leadership experience in Texas public schools
- A minimum of two years experience as a district-level leaderor two years as a successful ESC consultant
- Successful experience in program development

This position is funded using federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.

- Participate in designated local state and national professional development activities and share information with ESC staff and appropriate regional personnel.
- Build the capacity of LEAs understanding of paid teacher residencies
- Effectively recruit LEAs and support campus selection for innovative staffing and talent pipeline support work.
- Facilitate innovative staffing model design process and implementation with LEA district leadership and Educator Prep Programs.
- Submit and track data supporting the design and implementation year milestones.
- Manage deliverables and milestone completion of the LEA district leadership and EPP during design and implementation years.
- Maintain and revise the Implementation Playbook for current and future facilitation to support LEAs in the staffing model design scope and sequence.
- Develop a measurement plan to include key staffing models and residency implementation outputs and outcomes.
- Delivers technical assistance that prioritizes engaging the LEAs and their Educator Preparation Program Partners to design and implement innovative staffing models that support the sustainability of high-quality teacher residencies.
- Provide support for implementing the strategic staffing model and assess its effectiveness.
- Articulate the Texas vision for innovative staffing and talent pipeline support and build capacity in other ESCs in offering these supports in their regions.
- Establish a business model to operationalize this LEA support and make it sustainable over time.
- Perform other duties as assigned.

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)
Mental: Public relations and people skills are required; work with frequent interruptions and maintain professionalism.
Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load and unload boxes/materials. Prolonged use of computers. Frequent daily and statewide travel. (Requires employee to provide reliable transportation and proof of insurance; mileage and expenses reimbursed in accordance with ESC policies).
Environmental: Open cubicles/workstations.
Evaluation
Annual performance evaluation will be performed in accordance with adopted policies of the Education Service Center Region 11. Employment in this position is contingent on performance need and funding including grant funding.
