Clinical Quality Consultant Emergency Services
Job Summary
Reporting to the Director Emergency Critical Care and Respiratory Therapy Services the Emergency Services Clinical Quality Consultant plays an integral role supporting Emergency Services at Osler. The ideal candidate will have excellent interpersonal and communication skills strong relationship building facilitation and the ability to prioritize and complete multiple projects simultaneously.
Accountabilities:
- Continuous quality improvement management
- Demonstrated understanding of Quality Improvement and Patient Safety methodologies
- Participate in the identification reporting and prevention of risks through medical chart audits and quality of care interdisciplinary case reviews
- Initial investigation coordination and presentation of quality of care reviews and action plans within Emergency Services offering guidance and support to staff and physicians and overseeing interventions established education of staff and dissemination of learnings
- Promote and participate in corporate / organizational quality improvement initiatives through active committees and working group engagements representing Emergency Services and incorporating learnings and best practice into program plans or initiatives
- Analyze and report trends / themes in patient incidents to identify and lead opportunities for quality improvement initiatives
- Identify and pursue opportunities for pilot projects & proposal development
- Lead quality and process improvement initiatives including workflow redesign LEAN events and leveraging other quality improvement mechanisms
- Establish and oversee the scope of work for the program quality council
- Liaise with Osler corporate quality and risk stakeholders and program partners
- Program project coordination and management
- Lead and guide stakeholders through the process of project development implementation and evaluation utilizing a structured project management framework
- Ensure organizational document approval and dissemination of quality improvement initiatives including policies procedures and order sets in collaboration with program leadership and clinical education and professional practice
- Collaborate with program leadership staff and physicians to assess team readiness for implementation and coordinate multiple project timelines
- Communicate routinely with the project stakeholders to ensure the goals objectives and timelines of the project are achieved
- Identify and communicate changes to best practices policies and standards to program leadership staff physicians and relevant program partners / stakeholders in collaboration with the clinical practice and education team
- Elevation of practice and Accreditation
- Provide oversight and coordination of processes to ensure compliance with Accreditation Canada Qmentum Program guidelines & standards (Emergency services Organ and Tissue Donation priority processes Required Organizational Practices and corporate priority processes) in alignment with the Corporate Quality Accreditation Roadmap
- Assist with the assessment planning implementation and evaluation of preparedness activities including establishing of the program quality roadmap program Accreditation subcommittee conducting survey tracers to evaluate readiness and identify the interventions required to improve compliance and preparedness in collaboration with program leadership professional practice and education staff and physicians
- Complete required corporate reporting of Accreditation preparedness including preparation and delivery of presentations to respective Accreditation or Quality Lead Forums
- Data management
- Data analysis interpretation presentation and dissemination that enables decision making in collaboration with Organizational Performance partners
- Disseminate performance documentation to program leadership for follow up to sustain all quality initiatives and public reporting processes
- Develop monthly quality indicator reports for staff physicians and program leadership to monitor program performance and quality improvement initiatives in collaboration with organizational performance teams
- Leverage patient incident reporting system and stakeholder feedback to identify practice issues/trends
- Lead and promotes clinical quality excellence
- Data analysis interpretation presentation and dissemination that enables decision making in collaboration with Organizational Performance partners
- Disseminate performance documentation to program leadership for follow up to sustain all quality initiatives and internal or external reporting processes
- Develop monthly quality indicator reports for staff physicians and program leadership to monitor program performance and quality improvement initiatives in collaboration with Organizational Performance partners
- Leverage patient incident reporting system and stakeholder feedback to identify practice issues / trends
- Lead and Promotes Clinical Quality Excellence:
- Assist program leadership in informed decision making through a strategic view of data and information
- Collaborate in research initiatives as they apply to the program
- Guide support and communicate best practice to staff and physicians
- Collaborate and participate in corporate quality improvement initiatives as representative of the Emergency Services program
- Collaborate with all members of the interdisciplinary team to promote and encourage clinical quality excellence and Just Culture
Job responsibility for directly and/or indirectly leading people including students:
- Lead program project working groups
- Collaborate with clinical services managers and clinical educators through monthly meetings focusing on designing and implementing program initiatives creating opportunities for standardization across sites.
- Coordinate meetings with multiple stakeholders including setting meeting objectives
- Develop and communicate project plans and updates to relevant stakeholders including identifying risks and barriers
- Promote interdisciplinary multi-program/service relationships through collaborative extended stakeholder engagement
- Provide just in time support or training regarding best practice quality improvement initiatives processes and standards
- Mentor coach and encourage team members to participate in meeting quality standards in the provision of excellent care as well as project work
Qualifications :
- Undergraduate degree in relevant health care professional business administration engineering
- Masters prepared is considered an asset
- 3 years experience through participation in quality improvement initiatives organizational committee work
- Advanced computer skills including Microsoft Office Outlook and Visio
- Experience using Pulsecheck and Meditech documentation systems are an asset
- Demonstrated understanding of the Emergency Services and acute care environment an asset
- Demonstrated success in identifying and implementing process improvements in a clinical environment coupled with strong project management expertise
- Demonstrated success in implementing change
- Proven track record in developing strong relationships through a foundation of trust
- Demonstrated ability to work independently
- Demonstrated ability to coach advise and teach others using the principles of adult learning theory
- Demonstrated professionalism in dealing with confidential and sensitive issues / topics
- Demonstrated commitment to the safety of co-workers and patients
- Demonstrated ability to manage routine correspondence multiple / tasks / projects and rapidly changing priorities and deadlines
- Demonstrated knowledge and familiarity with Accreditation Canada standards and processes as well as health care quality assurance trends practices and legislation
- Demonstrated knowledge of research processes and systems
- Ability to work in a team based environment
- Strong analytical and problem solving skills required
- Data management and statistical experience an asset
- Superior communication facilitation influencing and negotiation skills are required
- Certificate in process improvement and / or project management is considered an asset
- Certificate in quality improvement is considered an asset
- Ability to travel between sites as necessary
Additional Information :
Hours: Currently Days and may include weekends and statutory holidays according to the needs of the program (subject to change in accordance with operational requirements)
SALARY:
Minimum: $45.34 per hour
Maximum: $56.68 per hour
