Tasks

The Role

We are looking for a Technical Advisor to support the successful implementation and use of the Rwanda Health Analytics Platform (RHAP).

This is a highly user-facing role focused on ensuring that data and technology translate into real-world impact. You will work closely with government stakeholders program teams and internal technical teams to drive adoption build capacity and strengthen how data is used for decision-making.

You will play a critical role across the full lifecycle of the platformfrom onboarding and training users to supporting advanced data use and continuous improvement.

Key Responsibilities

User Support & Training

• Lead and deliver tailored training programs on data analysis and platform use
• Provide ongoing user support through mentorship deep-dive sessions and forums
• Support users across Ministry of Health districts and facility levels

Use Case & Dashboard Development

• Work with stakeholders to define and document use cases
• Support development and iteration of dashboards aligned to program needs

Product & Technical Collaboration

• Act as a bridge between users and product/engineering teams
• Provide feedback from the field to inform product improvements
• Support testing rollout and adoption of new features

Impact & Performance Monitoring

• Track and communicate how the platform is driving outcomes
• Analyze usage trends and identify opportunities to improve impact
• Contribute to reporting case studies and program insights

Cross-Team Collaboration

• Work across delivery product and data teams to align on priorities
• Contribute to building processes standards and best practices
• Support knowledge sharing and continuous improvement across projects

Requirements

Experience

• 35 years in data analytics technical advisory user support or similar roles
• Experience working in user-facing roles ideally in public health or government settings
• Experience supporting data use dashboards or analytics platforms

Skills

• Strong data analysis and problem-solving skills
• Experience with tools such as SQL Excel Tableau R or Python
• Ability to translate technical concepts into practical user-friendly guidance
• Excellent communication and stakeholder engagement skills
• Ability to work across teams and manage multiple priorities

Education

• Bachelors degree in Data Science Public Health Computer Science or related field
• Masters degree is a plus
