Job Summary

The Planning Monitoring and Evaluation Technical Advisor will report toMonitoring Evaluation and Learning (MEL) Manager with a dotted line to the Project Manager (PM) for Youth Entrepreneurship in Agriculture-Rwanda (YEA-R) project in Rwanda. The Planning Monitoring and Evaluation Technical Advisor (PME Technical Advisor) provides M&E technical advisory services and leads on project level quality assurance processes contributing to SNVs operational excellence.  

Responsibilities

  • Provide leadership on quality assurance of Monitoring & Evaluation (M&E) at the project level.
  • Develop review and update the projects Monitoring Evaluation and Learning (MEL) plan and framework to ensure alignment with the Theory of Change (TOC) and donor requirements.
  • Support Pause and Reflect sessions to define redefine and review project performance outcomes and output indicators ensuring updates are accurately reflected in LogAlto.
  • Lead and coordinate annual work planning and reporting activities for the project including data collection analysis and progress reporting.
  • Conduct MEL training and capacity building for project staff to ensure accurate and timely monitoring data collection.
  • (Co-)develop project M&E frameworks manage results and reporting and oversee the M&E data management platform.
  • Perform M&E health checks and support project design and inception phases.

Qualifications :

  • Masters degree in Economics Project Management M&E or related fields 
  • Conceptual working & thinking level with over 5 years of experience proven experience in planning monitoring and evaluation in development sector.
  • Proven expertise in both qualitative and quantitative analysis with a strong foundation in socio-economic modelling.
  • Demonstrate strong skills in data management analysis and communication with the ability to effectively interpret complex data generate insights and convey findings to diverse stakeholders.

Terms of appointment:

  • Contract Type: Full time (40 hours per week)
  • Contract Duration: 1 year 
  • Expected Start Date: June 2026
