Description of Work
This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High-Deductible Health Plan (HDHP). This position will provide support to the Contracts Management and Procurement unit of The Division of Health Benefits (DHB). The Procurement Specialist will assist with various eProcurement tasks by purchasing goods/services to support the Medicaid program.
Telework Availability: We trust our employees to be self-motivated and successful in hybrid/remote roles; the NC Department of Health and Human Services (DHHS) offers work from home options and variable work schedule flexibility for this position.
The Division of Health Benefits (DHB) requires temporary workers with an approved hybrid telework schedule to work onsite at their assigned duty station at least 4 working days per month. More information on this arrangement may be obtained at the time of the interview.
Knowledge Skills and Abilities/Management Preferences
Job Specific Responsibilities:
- Develop policies procedures workflows and scopes of work.
- Manage endtoend procurement activities including reviewing approving executing and tracking purchase requests.
- Research products and sourcing options secure quotes through negotiation and coordinate with budget staff on funding.
- Facilitate purchases through approved methods (State Term Contracts CE Pcards direct payments eprocurement) and process requisitions and purchase orders.
- Communicate effectively with stakeholders while maintaining reports supporting fixedasset accounting and adhering to procurement regulations
Hourly Rate: $23.00 to $29.00

Management prefers applicants with the following:
- Prior experience and working knowledge of procurement and supply management
- Working knowledge of general procurement and purchasing procedures
- Ability to interpret and apply rules regulations standards and policies
- Excellent verbal and written communication skills with strong attention to detail

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
