Job Summary
PROVAILhas an exciting opportunity for a Program Managerto join our team! In this role you will lead and manage the day-to-day operations of assigned residences providing strategic oversight team leadership and high-quality service delivery. This role ensures that services are person-centered aligned with PROVAILs mission and meet the standards of contract requirements. The Program Manager plays a key role in driving quality service accountability and inclusion across the team and with external partners.
This is a full-time weekday position (MondayFriday typical business hours) with occasional evening or weekend flexibility based on participant or employer needs.

PROVAILwas founded in 1942 by parents of children with cerebral palsy. They created some of the first community services for individuals with cerebral palsy and other severe disabilities in the area. Our mission is to support people with disabilities to fulfill their life choices. We help people decide how they want to live their lives in the community and then provide the support services they need to act on those choices. What youll do:
Team Leadership & Supervision (10%): Provides direct supervision coaching and performance management to a team of Support & Instructional staff (regular & on-call). Sets clear expectations supports staff development and fosters an inclusive accountable and collaborative team culture.
Program Quality & Compliance (10%): Oversees program compliance with accreditation standards and funding source contracts. Ensures data accuracy timely reporting and use of outcome data to inform continuous quality improvement.
Strategic Alignment & Planning (5%): Collaborates with the Program Director Regional Director and administrative support team to advance PROVAILs strategic plan. Aligns team goals and program activities with organizational priorities and long-term objectives. Communicates organizational and programmatic decisions to the team in a timely respectful and unified mannerreinforcing shared goals and modeling professionalism.
Staffing & Schedules (20%): Creates staff schedules that align with client health needs personal goals and preferenceswhile staying within the limits of contracted hours. Posts monthly schedules and announcements for meetings and trainings well in advance. Collaborates with staff to accommodate time-off requests that are submitted properly and on time. Promptly notifies leadership of any additional staffing needs and provides documentation to support those requests.
Health & Safety (20%): Ensures that proper supports are provided and procedures followed to protect client health and safety including providing an appropriate living environment. Conducts regular evacuation drills water temperature testing abuse/neglect checks and/or body checks and submits reports in a timely manner. Responds to emergencies attends annual and specialist healthcare appointments and ensures thorough follow-up such as return visits or referrals medication administration instructions to staff etc. Ensures routine vehicle maintenance and recordkeeping. Reports and document service refusals.
Data Use & Reporting (5%): Leads data collection and analysis to generate actionable insights. Ensures thorough proper documentation of activities related to client health goal progress and staff assistance with client financial recordkeeping. Completes IISP reviews at least every six months or as goals change. Documents attendance at trainings and meetings. Develops and delivers clear accurate and reports to guide decision-making and measure impact.
Policy & Process Improvement (5%): Understands and implements current state regulations and policies and agency policies and procedures. Ensures timely and complete reporting of client incidents and provides appropriate follow-up to ensure client health and safety. Regularly reviews policies and procedures with staff during house meetings. Partners with the Program Director to identify and implement operational improvements that enhance efficiency equity and customer experience.
Customer-Centered Oversight (5%): Supports client choice goals and community inclusion. Coordinates planning with client staff family/guardians case manager and other support providers. Monitors client goal progress and documentation. Ensures that all staff understand each clients goals and how to support them. Promotes culturally responsive person-centered practices in all aspects of service delivery.
Community Engagement (5%): Serves as a representative of PROVAIL when engaging with families caregivers medical professionals service partners and other community members in support of clients. Builds and maintains relationships with formal and informal client support.
Accessibility Equity & Inclusion (5%): Fosters an inclusive and respectful team culture where staff feel valued and supported. Ensures workplace practices communications and materials are accessible to staff clients and visitors. Proactively seeks out and elevates voices from underrepresented and marginalized groups in decision making. Support staff engagement in learning and dialogue related to equity race and inclusion.
Training & Capacity Building (5%): Designs and delivers training for new and existing staff on key program areas. Models inclusive practices and supports knowledge-sharing across the team.
Recruitment & Hiring (5%): Participates in recruitment interviewing and onboarding of new team members to build a values-aligned high-performing workforce. Ensures compliance with PROVAILs hiring policies and processes.
Additional job duties: Provides back-up direct care as needed. Monitors the appropriate use of PROVAIL supplies and equipment including but not limited to: computers printers faxes etc.
What youll bring:
- BA or 4 years of experience providing quality services to people with disabilities.
- Registered as a Nursing Assistant (or Certified Nursing Assistant).
- Minimum of one year experience providing leadership (professional or community service) is preferred.
- Must be able to travel between work sites attend off-site meetings and efficiently meet with clients and business partners in the community as required to fulfill job responsibilities.
- Must be able to pass a criminal history background check.
- Lived experience and experience working with individuals with disabilities in a community setting is preferred.
- Must meet all applicable training requirements including First Aid/CPR and blood borne pathogens..

PHYSICAL REQUIREMENTS:

Must be able to push pull lift and carry up to 60 pounds to safely assist with client transfers.
The position requires sufficient visual and hearing abilities to perform job duties safely and effectively including close and distance vision color vision peripheral vision depth perception ability to adjust focus and the ability to hear and respond quickly to verbal communication and environmental sounds. The position also requires frequent standing walking bending and reaching.
