Job Description
The Office of the District Attorney Bronx County (BXDA) is charged with the twin goals of ensuring public safety and striving for equal justice for the over 1.4 million members of the Bronx County community. By Pursuing Justice with Integrity the BXDA places a focus on assistance for crime victims while simultaneously ensuring fairness to defendants. Moreover the BXDA aims to balance the need to seek appropriate punishment for certain crimes while recognizing when punitive measures do not adequately advance justice. By recognizing these significant distinctions and acting accordingly BXDA has established a standard of excellence in the representation of the Bronx community at large which continues to grow stronger every day.

In furtherance of this mission the BXDA seeks an experienced and enthusiastic Director of Recruitment to provide professional recruitment expertise and support in the design development and management of the BXDA HR recruitment process. This person will also oversee the recruitment and onboarding processes of all Professional Staff vacancies in the BXDA.

Specific duties will include but are not limited to the following:

-Propose and implement creative low-cost or no-cost strategies to recruit prospective investigators in light of budget constraints including but not limited to effectively using various methods such as advertising job sites career fairs and other online platforms to identify and recruit qualified candidates.
-Works with leadership team to assess staffing needs to ensure recruitment and hiring takes place expeditiously.
-Partner with hiring managers to develop and execute recruiting plans based upon established policies and workforce plans.
-Establish and maintain relationships with partner associations community groups and other potential sources of candidates to build a pipeline of qualified candidates.
-Supervise and train staff. Set and monitor priorities productivity and performance. Assess and evaluate effectiveness of unit procedures and processes make recommendations for and implement improvements.
-Ensures that staff interacts with and responds to inquiries from candidates with timeliness professionalism and courtesy.
-Prepare comprehensive management report on the following: status of actions under his/her purview; utilization of civil service titles and positions that have been filled/not filled.
-Evaluate processes to ensure that the Agency objectives and goals on diversity and other employment initiatives are met.
-Manage and facilitate human resources operations including but not limited to the agencys hiring process personnel transactions civil service administration recruitment title classification employment processing background investigations and pre-employment testing onboarding and other related functions.
-Conducting new hire orientation and providing on-going support to new staff
-Entering data for various personnel transactions within NYCAPS as well as generate HR reports
-Evaluate and confirm the accuracy of all required titles salaries justifications qualifications and proper coding
-Processing civil service transactions including DP-72 and DP-189
-Assisting with special projects and attending unit and citywide meetings
-Manage the units recruitment tracker/database

PREFERRED SKILLS:

-In-depth knowledge of City personnel rules regulations and policies
-Proficiency in citywide systems including PMS PRISE NYCAPS and CHRMS
-Six years of professional experience with a minimum of three years in staffing recruiting and/or talent acquisition.
-Candidate should possess strong process improvement analytical project management communication and interpersonal skills be familiar with spreadsheet database presentation statistical project management and word processing applications and able to multitask in a fast-paced work environment.
-Self-directed with proven ability to solve problems and develop relationships along with the ability to thrive in a high volume fast-paced environment
-Must be flexible diplomatic extremely detail-oriented and a team player with the ability to work and produce in a fast-paced environment.
-Excellent customer service organizational critical thinking skills
-Proficient with Microsoft Office Suite (Excel Word and PowerPoint).

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
