Job Summary
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
DYCD is seeking a qualified individual to serve as Deputy Director for Risk Management and Accountability within the Office of Risk Management and Accountability. Under the direction of the
Senior Director for Risk Management and Accountability the Deputy Director will serve as a key strategic partner in the development implementation and monitoring of relevant data tools risk
management frameworks accountability systems and compliance initiatives.
The Deputy Director will help ensure that agency programs and providers operate with integrity transparency and efficiency while maintaining full compliance with applicable laws regulations and performance standards.
The Deputy Director will provide support to the Senior Director and Assistant Commissioner of Risk Management and Accountability by performing the following tasks:
Data Analysis
- Mastery of the DYCDConnect data system specifically functionality related to contract monitoring
incident reporting and other key metrics.
- Development and maintenance of internal reports and dashboards related to risk management and
accountability including trends in internal system use and indicator results.
- Analysis of qualitative and quantitative data from internal data systems audit reports evaluations of
programs and DYCD staff feedback to design and plan risk management frameworks accountability
systems and compliance initiatives.
Project Management
- Manage processes to ensure that EMS evaluations are performed and sent to CBOs as intended
across DYCD program areas
- Manage the tracking timely resolution and close out of Corrective Action Plans (CAPs) and Strategic
Action Plans (SAPs) in DYCDConnect
- Support the development implementation and ongoing improvement of processes and procedures
across DYCD to mitigate risk
- Work closely with the DYCD audit unit to implement best practices both internally for DYCD units/staff and DYCD contractors.
- Support the team with special reviews and investigations in response to emerging issues as needed Communication and Technical Assistance.
- Support professional development efforts to foster consistency and incorporate emerging best practices learning and innovation related to risk management across DYCD program areas.
- Work closely with DYCDs Capacity Building team to inform and implement CBO capacity building needs with respect to risk management.
- Develop and facilitate training as well as policy and procedures to strengthen DYCDs oversight of contracted providers.
- Support the unit in building strong partnerships with internal divisions external oversights and vendors to advance shared accountability goals.
- Other duties as assigned by executive management.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
