Role Summary

The Compliance and Network Director leads the development and execution of financial control compliance and resource mobilisation strategies to secure and sustain funding from EU institutions and other international donors. The role oversees the full programme and funding lifecycle - from opportunity identification and proposal development through implementation reporting and closure - ensuring strict adherence to EU financial regulations and donor requirements. It combines strategic partnership building and stakeholder engagement with hands-on management of complex multi-country programmes and diversified revenue streams. The Director also strengthens internal systems governance and team capacity to deliver audit-ready reporting and high-quality programme outcomes. Working closely with senior leadership the role enhances institutional positioning drives growth and reinforces organisational credibility across key European and global markets.

Key Responsibilities

Develop and implement a financial control compliance and stakeholder engagement strategy aligned with the EU Financial Regulation and applicable implementing rules to secure public and private funding and ensure the longterm financial sustainability of MC Saatchi World Services Europe programmes.

Identify and design new programme concepts and funding opportunities by working with country teams and partners ensuring coherence with relevant EU external security and defence action instruments and priority themes.

Establish review and optimise diversified revenue streams leading on the implementation of donor cultivation and retention plans with a particular focus on EU institutions Member State agencies and likeminded intergovernmental agencies.

Support the full project cycle from identification and formulation through implementation and closure including contribution to logical frameworks budget design funding applications and visibility plans for EUfunded and other donorfunded actions.

Work in close coordination with senior management to strengthen institutional positioning with the European Commission and other key markets enhance outreach and stakeholder engagement and reinforce brand visibility across priority geographies.

Plan manage and deliver complex multicountry projects in line with EU services and procurement rules ensuring timely delivery of activities achievement of results and compliance with contractual obligations.

Lead and coordinate the endtoend funding cycle including pipeline development partner and procurement mapping proposal development contract negotiation and grant management for institutional governmental and private donors.

Develop and maintain strategic partnerships with EU institutions Member State representations international organisations and civil society partners and support incountry teams to formalise and manage local cooperation frameworks.

Oversee and continuously strengthen internal control compliance and reporting systems to ensure accurate timely and auditready financial reporting on project expenditure and results in line with EU Financial Regulation PRAGtype requirements and other donor rules.

Ensure the preparation quality assurance and submission of narrative and financial reports and monitoring data consistent with agreed logframes indicators and monitoring evaluation and learning frameworks.

Manage and coordinate consultants implementing partners and internal teams ensuring clear delegation of roles robust performance management and that staff have the tools and guidance needed to meet EU compliance and reporting standards

Provide coaching and technical support to global and country teams on EU funding modalities budgeting cost eligibility procurement and financial reporting promoting a culture of strong internal control and compliance

Skills and Experience

Selfstarter with the ability to operate autonomously drive resourcemobilisation initiatives and proactively develop new funding and partnership opportunities within the EU and wider donor ecosystem.

Proven project and service contract management skills in multicultural environments with excellent interpersonal abilities and capacity to manage multiple workstreams and deadlines under pressure

Minimum 5 years of progressively responsible experience in designing managing and overseeing complex public procurement and funded security development or public diplomacy programmes preferably within or in partnership with EU institutions or comparable international organisations

Demonstrated experience in developing and implementing fundraising and resourcemobilisation strategies including securing grants and service contracts from the European Commission EU Member States foundations and other institutional finance mechanisms

Track record in managing EU and other publicsector funding across the full project cycle including identification preparation of highquality proposals negotiation of contribution agreements or service contracts implementation reporting and closure

Proven experience cultivating seniorlevel relationships within the European Commission and related EU bodies on finance budget and compliance matters and representing an organisation in Brusselsbased donor fora

Strong knowledge of EU budget structures and external financing instruments (e.g. NDICI Global Europe) and Member State funding channels and their implications for programme design and compliance.

Excellent drafting skills with the ability to develop clear persuasive concept notes full proposals budgets donor correspondence and communication materials tailored to EU and other institutional donor requirements

Experience designing or overseeing the development and use of management information systems including grantmanagement databases and funding opportunity tracking tools to support pipeline development and reporting.

Fluency in English with very good knowledge of French and/or German; additional EU languages are an asset.

Willingness and ability to undertake international duty travel of approximately 25% in line with project and donor requirements.

Rollenbeschreibung

Der/die Compliance- und Netzwerkdirektor/in verantwortet die Entwicklung und Umsetzung von Strategien für Finanzkontrolle Compliance und Mittelakquise um eine nachhaltige Finanzierung durch EU-Institutionen und andere internationale Geber sicherzustellen. Die Rolle steuert den gesamten Programm- und Finanzierungszyklus von der Identifikation von Chancen und der Angebotserstellung bis hin zur Umsetzung Berichterstattung und zum Abschluss und gewährleistet dabei die konsequente Einhaltung der EU-Finanzvorschriften und Geberanforderungen. Sie verbindet den Aufbau strategischer Partnerschaften und Stakeholder-Management mit der operativen Leitung komplexer länderübergreifender Programme und diversifizierter Einnahmequellen. Zudem stärkt die Position interne Systeme Governance-Strukturen und Teamkompetenzen um prüfungssichere Berichterstattung und qualitativ hochwertige Programmergebnisse enger Abstimmung mit der Geschäftsleitung trägt die Rolle zur Stärkung der institutionellen Positionierung zur Wachstumsförderung und zur Erhöhung der organisatorischen Glaubwürdigkeit in zentralen europäischen und internationalen Märkten bei.

Hauptaufgaben

Entwicklung und Umsetzung einer Strategie für Finanzkontrolle Compliance und Stakeholder-Engagement im Einklang mit der EU-Haushaltsordnung und den entsprechenden Durchführungsbestimmungen um öffentliche und private Finanzierung zu sichern und die langfristige finanzielle Nachhaltigkeit der Programme von MC Saatchi World Services Europe zu gewährleisten.

Identifikation und Konzeption neuer Programmansätze und Finanzierungsoptionen in Zusammenarbeit mit Länderteams und Partnern unter Sicherstellung der Kohärenz mit relevanten EU-Instrumenten im Bereich Außenpolitik Sicherheit und Verteidigung sowie entsprechenden Prioritäten.

Aufbau Überprüfung und Optimierung diversifizierter Einnahmequellen sowie Leitung der Umsetzung von Maßnahmen zur Geberentwicklung und -bindung insbesondere gegenüber EU-Institutionen Behörden der Mitgliedstaaten und gleichgesinnten zwischenstaatlichen Organisationen.

Unterstützung des gesamten Projektzyklus von der Identifikation und Konzeption über die Umsetzung bis zum Abschluss einschließlich Beiträgen zu logischen Rahmenwerken (Logframes) Budgetplanung Förderanträgen und Sichtbarkeitsmaßnahmen für EU- und andere Geberprogramme.

Enge Abstimmung mit dem Senior Management zur Stärkung der institutionellen Positionierung gegenüber der Europäischen Kommission und anderen Schlüsselmärkten Ausbau von Outreach- und Stakeholder-Engagement-Aktivitäten sowie Stärkung der Markenpräsenz in prioritären Regionen.

Planung Steuerung und Umsetzung komplexer länderübergreifender Projekte im Einklang mit EU-Dienstleistungs- und Vergabevorschriften unter Sicherstellung fristgerechter Lieferung Zielerreichung und vertraglicher Compliance.

Leitung und Koordination des gesamten Finanzierungszyklus einschließlich Pipeline-Entwicklung Partner- und Beschaffungs-Mapping Angebotserstellung Vertragsverhandlungen sowie Grant Management für institutionelle staatliche und private Geber.

Aufbau und Pflege strategischer Partnerschaften mit EU-Institutionen Vertretungen der Mitgliedstaaten internationalen Organisationen und zivilgesellschaftlichen Partnern sowie Unterstützung der Länderbüros beim Aufbau und Management lokaler Kooperationsstrukturen.

Überwachung und kontinuierliche Weiterentwicklung interner Kontroll- Compliance- und Berichtssysteme zur Sicherstellung korrekter fristgerechter und prüfungssicherer Finanzberichterstattung zu Projektausgaben und -ergebnissen im Einklang mit der EU-Haushaltsordnung PRAG-ähnlichen Anforderungen und weiteren Gebervorgaben.

Sicherstellung der Erstellung Qualitätssicherung und fristgerechten Einreichung narrativer und finanzieller Berichte sowie Monitoring-Daten im Einklang mit vereinbarten Logframes Indikatoren und Monitoring- Evaluierungs- und Lernsystemen.

Steuerung und Koordination von Beratern Implementierungspartnern und internen Teams unter klarer Rollenverteilung effektivem Performance Management und Sicherstellung dass alle Beteiligten über die notwendigen Tools und Leitlinien verfügen um EU-Compliance- und Reporting-Standards einzuhalten.

Bereitstellung von Coaching und fachlicher Unterstützung für globale und lokale Teams zu EU-Finanzierungsmechanismen Budgetierung Kostenfähigkeit Beschaffung und Finanzberichterstattung sowie Förderung einer starken Compliance- und Kontrollkultur.

Kompetenzen und Erfahrungen

• Proaktive eigenständig arbeitende Persönlichkeit mit der Fähigkeit Initiativen zur Ressourcenmobilisierung voranzutreiben und aktiv neue Finanzierungs- und Partnerschaftsmöglichkeiten im EU- und internationalen Geberumfeld zu erschließen.

• Nachgewiesene Fähigkeiten im Projekt- und Dienstleistungsvertragsmanagement in multikulturellen Kontexten sowie ausgeprägte Kommunikationsstärke und Fähigkeit mehrere Arbeitsstränge und Fristen unter Druck zu steuern.

• Mindestens 5 Jahre einschlägige Berufserfahrung mit zunehmender Verantwortung in der Konzeption Steuerung und Umsetzung komplexer öffentlich finanzierter Programme in den Bereichen Sicherheit Entwicklung oder öffentliche Diplomatie idealerweise mit oder für EU-Institutionen oder vergleichbare internationale Organisationen.

• Nachweisbare Erfahrung in der Entwicklung und Umsetzung von Fundraising- und Ressourcenmobilisierungsstrategien einschließlich der Einwerbung von Fördermitteln und Dienstleistungsverträgen bei der Europäischen Kommission EU-Mitgliedstaaten Stiftungen und anderen institutionellen Geldgebern.

• Fundierte Erfahrung im Management von EU- und anderen öffentlichen Fördermitteln über den gesamten Projektzyklus hinweg einschließlich Identifikation Erstellung hochwertiger Anträge Vertragsverhandlung Umsetzung Berichterstattung und Abschluss.

• Nachweisbare Erfahrung im Aufbau und in der Pflege von Beziehungen auf Senior-Level innerhalb der Europäischen Kommission und verwandter EU-Institutionen zu Finanz- Budget- und Compliance-Themen sowie in der Vertretung einer Organisation in Brüsseler Geberforen.

• Umfassende Kenntnisse der EU-Haushaltsstruktur und externer Finanzierungsinstrumente (z. B. NDICI Global Europe) sowie nationaler Finanzierungsmechanismen und deren Auswirkungen auf Programmdesign und Compliance.

• Hervorragende redaktionelle Fähigkeiten mit der Fähigkeit klare und überzeugende Konzeptpapiere vollständige Anträge Budgets Geberkorrespondenz und Kommunikationsmaterialien gemäß den Anforderungen institutioneller Geber zu erstellen.

• Erfahrung in der Konzeption oder Steuerung von Managementinformationssystemen (z. B. Grant-Management-Datenbanken Tools zur Nachverfolgung von Fördermöglichkeiten) zur Unterstützung von Pipeline-Management und Reporting.
