Job Summary

Youwillneed:

  • Bachelors degree in education social or economic development preferably with Masters degree or equivalent.

  • At least 8 years of relevant professional experience in project management and implementation and at least 4 years of supervisory experience.

  • Two years of relevant experience outside ADB within the past5years isrequired. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB

  • Proven application ofexpertiseand experience withineducation or breadth across multiple areas with in-depth knowledge within one area

  • Experience in various stages of the project cycle (project planning/feasibility analysis/detailed design/project implementation/construction supervision/contract management) is desirable

  • Knowledge of government administrative systems and procedures

  • Familiarity with accepted best practices of procurement and disbursement processes

  • Clear understanding of the economic politicalsocialand developmental issues specific to the country

  • Ability to mentor juniorteam memberstofacilitatework planningdeliveryand quality review.

  • Ability to liaise and work effectively with government officials within own work location

  • Ability to work collaboratively with teams as a constructive team member.

  • Ability to take initiative and work proactively and independently.

  • Strong oral and written communications skills

  • Proficiencyin the use of technology packages (common word-processing spreadsheets and graphicspresentation toolsweb-browsing and search engines and communication tools.

  • Excellent report-writing and communication skills in English

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027) a strategic initiative aimed at enhancing ADBs in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices when required.

This opening is a local staff position. It is open only to nationals and permanent residents of India.

This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.

You will report to Director SD3-HSD and Country Director INRM or a designated technical international staff and will oversee junior team members.

YourRole

AsaSeniorProject Officer (Skills Development)youwill provide technical and operational support in project and technical assistance (TA) administration processing and implementation in theeducationsector provide sector analyses for Country Partnership Strategy (CPS) country programming mission (CPM) and country portfolio review mission (CPRM) and policy analyses and dialogues. At this levelyou areexpected to take the assigned accountabilities asappropriate tothe position and should be able todemonstratethorough substantial and diverse experience ability to undertake a variety of assignments and togenerally workindependently or with a team under minimal supervision.

Youwill:

  • Contribute to sector work in the field by independently conducting sector research updating information on the specific sector analyzing technical institutional or economic issues; and preparinganalytical reports on the subjects.

  • Independently conduct or contribute teams operational research and knowledge work.

  • Act asasector focal point foreducation and skills development andmaintainclose relationships with relevantgovernment agencies andADBHeadquarters(HQ)staff and represent ADBs education sector operations in external events as assigned.

  • Participate in the fact-finding and appraisal missions of projects and provide written inputs in sector information and analyses asrequired;follow up issues for fact-finding appraisalnegotiationand Board presentation; provide support for carrying out policy dialogue with thegovernment on policy matters and institutional issues.

  • Assigned to assume the lead role in the processing and administration of specific loans and TAs actively take initiative and responsibility to engage with ADB HQ colleagues government agencies development partners private sector partners and other stakeholders tofacilitatethe successful formulation and processing of loan and TA projects.

  • Provide comments on draft bidding documents and Bid Evaluation Reports and social safeguard documents to ensure compliance with ADB policies and contributes to policy dialogue with government officials in the context of project and TA processing and administration.

  • Explain ADBs Anti-Corruption Policy to executing agencies and assist in ensuring the ADB projects are implemented with a sufficient degree of oversight and transparency to deter fraudulent or corrupt acts.

  • Undertake comprehensive project review missions independently prepare the necessary aide memoires and back to office reports and take follow up action.

  • Prepare and update forecasts of contract awards and disbursements identifying factors responsible for shortfalls and expediting achievement of target levels where possible.

  • Participate in Country Portfolio Review Missions and monitor the overall performance of the portfolio of ADB projects in the specific sector and related subsectors including preparing the related pre- and post-mission documentation.

  • Undertake assigned special portfolio management activities (e.g. procurement and sector).

  • Independently prepare Project Completion Reports and TA Completion Reports as and when assigned.

  • Provide support for INRM portfolio management aligned with SD3-HSD workload and INRM requirements.

  • Regularly brief INRMCountry Director and Country Operations Head on sector legal and policy changes and gaps in the country progress on project processing project readiness and portfolio progress and issues.

  • Actively disseminate information on ADB activities to development stakeholders and the public and talk with local media in assigned sectors.

  • Provide guidance to junior officers tofacilitatework planning work execution and quality control.

  • Contribute to conducive respectful workplace and teambuilding. Perform other duties that may be assigned as reflected in the incumbents workplan.
