Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Public Service Administrator Option 1 Northern Regional Manager of the Elevator Safety Division. We are looking for an energetic and motivated candidate who will be tasked with leading and supervising Elevator Inspectors in Illinois Northern Region to conduct re-inspections of operations installations construction maintenance and repair of elevators throughout the designated field area. The selected candidate will work with Elevator Inspectors to ensure compliance with the Elevator Safety and Regulation Act and investigate elevator related accidents and damages. Our ideal candidate can successfully determine probable causes of an accident and complete accurate detailed reports. The candidate must possess strong leadership and communication skills in addition to the ability to interact with the public in a positive and professional manner. Essential Functions
- Travels to sites and conducts re-inspections of elevators (e.g. passenger freight escalators dumbwaiters special service elevators belt/platform man lifts and other lifting and lowering apparatus permanently installed between rails and guides) to enforce state laws regulating their construction maintenance and operation and ensure inspectors have performed their jobs properly.
- Serves as a working supervisor.
- Examines plans specifications and applications for permits of new installations.
- On a statewide basis investigates elevator related accidents and damages that exceed one thousand dollars.
- Conducts inspections by climbing in around and upon elevator shafts pits and cabs.
- Performs safety tests on lifts and lifting apparatus.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumeratedabove.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Specialized Skills
- Requires five (5) years of professional experience directly working with elevator mechanicals.
Preferred Qualifications
- Prefers five (5) years of professional experience directly working with elevator mechanicals.
- Prefers five (5) or more years of experience in the application and enforcement of state elevator safety laws rules codes and standards.
- Prefers five (5) or more years of experience utilizing elevator inspection techniques and practices.
- Prefers a bachelors degree or higher in mechanical or electrical engineering.
- Prefers OSHA 10-hour certification.
- Prefers five (5) or more years of experience serving as a foreman.
Conditions of Employment
- Requires a valid appropriate and current drivers license.
- Requires the ability to pass a background check with self-disclosure of criminal history.
- Requires the ability to travel statewide in the performance of duties with overnight stays as appropriate.
- Requires the ability to pass drug screening.
- Requires the ability to climb stairs elevator shafts pits and cabs.
- Requires the ability to carry and transport loads of at least twenty (20) pounds.
- Requires certification as a Qualified Elevator Inspector (ASME QEI-1) from an organization accredited by the American Society of Mechanical Engineers and maintenance of ASME QEI-1 certification annually.
- This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
- Overtime is a condition of employment and you may be requested to work overtime including scheduled unscheduled or last-minute overtime.
- Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties.
