Overview
The Vermont Military Department is looking for a Conservation Program Manager to work with a team of professionals managing Vermont Army National Guard properties and facilities across the State of Vermont.
Based primarily at Camp Johnson in Colchester the Conservation Program Manager is responsible for all aspects of environmental conservation to including but not limited to:
- Natural Resource Management and development of Integrated Natural Resource Management Plans
- Monitor survey and track state and federal threatened and endangered species
- Complete National Environmental Policy Act (NEPA) documentation including Records of Environmental Consideration Categorical Exclusions Environmental Assessments and Environmental Impact Statements.
- Mapping and monitoring wetlands
- Broad range of forestry principles and practices applicable to forest management stewardship protection and utilization.
- Wildland fire prevention and response.
The Conservation Program Manager must be able to communicate effectively in writing and verbally to all levels of management State and Federal agencies and peers. The Conservation Program Manager must also be comfortable working training and presenting information to Federal Civilian Employees and US Military service members.
Additionally qualified candidates will have:
- Considerable knowledge of the laws regulations rules policies and technologies of assigned programs.
- Ability to read and understand design drawings and site plans for construction.
- Ability to plan administer and analyze natural resources inventory data.
- Considerable knowledge of the principles and practices of land administration environmental management methods of wildlife management and conservation.
- Ability to speak effectively in public forums including formal hearings and court proceedings.
- Basic knowledge of Geographic Information Systems software and other mapping tools.
- Incident Qualification System (red card) certification and able to maintain health and physical qualifications to manage wildfire program.
- Ability to operate any type of all-terrain vehicles trucks type 6&7 fire engines and obtain chainsaw operator certification.

Environmental Factors
Duties are largely performed in an office setting; however some field travel may be necessary for which private means of transportation must be available. Fieldwork may involve exposure to smoke chemicals gases hazardous liquid and solid waste and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. The use of a variety of firefighting tools and power equipment such as chainsaws and ATVs may be necessary. Some work outside of regular working hours including attendance at public meetings may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum Qualifications
Masters degree or higher in a biological-life or physical science engineering a social science data science or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.
OR
Bachelors degree in natural resources environmental science biological-life physical science or engineering and five (5) years at a professional level in a natural resources conservation or environmental field
Special Requirements
Must be able to pass Department of War screening and background check to obtain and maintain a Common Access Card (CAC).
Possess or obtain within 6 months the National Wildland Fire Coordinating Group Red Card or Incident Qualification Card and complete annual refresher course. Must be able to pass physical fitness test.
Possess or obtain within 1 year the DoD Pest Management QAE/IPMC qualification course.
