Job Title: Senior Manager - Risk and Compliance (Group Level)

Role Purpose: This role serves as the architect custodian and strategic leader of the Groups Governance and Compliance ecosystem. The role operates at a Group level across multiple regulated entities including a Benefit Administration business an Investment Multi-Manager and a Consulting Business ensuring consistent governance compliance management across all entities. You will be responsible for designing embedding and scaling a robust regulatory framework that ensures all Group entities operate with integrity and within the bounds of South African financial services legislation. This role includes responsibility for defining the target operating model of the Compliance function and executing a phased maturity roadmap transitioning the function from a manual/startup state to a mature system-driven control environment.
KEY RESPONSIBILITIES
- Design and Implement: and nbsp;Lead the development of a Group-wide Compliance and amp; Risk Management Framework (CRMP) tailored to the Pension Fund Administration investment management and Financial Advisory/Consulting activities.
- Policy ownership: and nbsp;Develop and maintain high-level policies (including AML/FICA POPIA Conflicts of Interest and Market Conduct) ensuring they are translated into practical auditable and operational processes across all entities.
- Board advisory: and nbsp;Act as the subject matter expert for Exco and the Board on the strategic implications of regulatory shifts (e.g. COFI Act Two-Pot retirement system changes and FSCA Conduct Standards). Identify assess and manage inter-entity risks including conflict of interests fee structure and revenue flows across entities. Oversee governance of intra-group agreement and service-level agreements implement controls to ensure independent decision-making and fair client outcomes across the value chain. and nbsp;
- Risk-Based monitoring: and nbsp;Establish and oversee a monitoring program that prioritizes high-impact areas (e.g. Board Notices and all related Conduct Standards for Fairsure Group).
- Audit and amp; assurance: and nbsp;Conduct periodic independent reviews of business unit adherence to internal controls.
- Oversee conduct risks across the full client lifecycle including (but not limited too) advice onboarding administration and investment management. and nbsp;
- Breach management: and nbsp;Lead investigations into compliance violations ensuring root-cause analysis is performed and remedial actions are tracked to completion.
- Automation strategy: and nbsp;Identify and implement GRC (Governance Risk and Compliance) software or automated tools to reduce manual monitoring and ensure scalability of the one-man department.
- Primary liaison: and nbsp;Serve as the official point of contact for the FSCA FIC and other relevant regulatory bodies.
- Statutory submissions: and nbsp;Oversee the accuracy and timely submission of all statutory returns and competency reports.
- Inquiry management: and nbsp;Establish protocols for responding to regulatory inquiries ensuring the Group meets legal deadlines without compromising on the quality of the response.
- Strategic awareness: and nbsp;Design a compliance training strategy that empowers business unit managers to take first line responsibility for compliance.
- Ethical leadership: and nbsp;Foster a culture of integrity through proactive engagement and the establishment of clear ethical standards across the Group.
QUALIFICATIONS and amp; EXPERIENCE
- Bachelors degree in law (LLB) Risk Management or Finance. Nice to have: and nbsp;Admitted Attorney or Advocate of the High Court preferred.
- Professional certification with the Compliance Institute of Southern Africa (CPrac or CProf) is preferred.
- 6-10 years of experience in a senior compliance or legal role within and nbsp;Financial Services specifically with exposure to and nbsp;Pension Fund Administration and nbsp;or Wealth Management.
