Principal Technical Officer – Water Infrastructure Projects

Job Summary:
We are seeking a highly experienced Principal Technical Officer to provide senior-level technical leadership and oversight across water infrastructure projects.
The ideal candidate will have extensive experience in planning design support and execution of water supply systems including treatment plants pumping stations and transmission networks. The role involves coordinating multidisciplinary teams ensuring technical quality and supporting project delivery at a strategic level.
Key Responsibilities:
Technical Leadership & Oversight:
Provide high-level technical guidance on project design and implementation.
Review engineering designs technical reports and specifications.
Ensure alignment with project objectives standards and donor requirements.
Supervise and mentor technical teams across multiple projects.
Project Coordination:
Support project planning scheduling and execution.
Coordinate with engineers surveyors contractors and consultants.
Monitor project progress and resolve technical challenges.
Quality Assurance & Compliance:
Ensure compliance with Nigerian and international standards.
Oversee quality control processes and site inspections.
Support audits and donor compliance reviews.
Reporting & Documentation:
Prepare and review technical reports and project documentation.
Provide updates to management and stakeholders.
Requirements
Qualifications & Requirements:
Education & Experience:
BSc/HND in Engineering (Mechanical Civil Water Resources or related field).
Minimum of 1015 years of relevant experience in water infrastructure projects.
Experience with donor-funded or government projects is highly desirable.
Professional Certification:
Relevant professional registration (COREN or equivalent) Preferred.
Technical Competencies:
Strong understanding of water supply systems and infrastructure.
Ability to review and interpret complex engineering designs.
Experience in project coordination and technical supervision.

Other Requirements:
- Willingness to relocate to project locations in Niger State or Plateau State as required.
Required Skills:
Qualifications & Requirements: Education & Experience: BSc/MSc in Civil Engineering or Structural Engineering. Minimum of 7 years of progressive experience in civil/structural engineering and project management. Proven track record managing reinforced concrete reservoir or water-retaining structure projects. Mandatory experience handling donor-funded NGO-sponsored or government infrastructure projects. Professional Certification (Compulsory): Registered with COREN (Council for the Regulation of Engineering in Nigeria) Mandatory. Active member of NSE (Nigerian Society of Engineers) Mandatory. PMP PRINCE2 or other project management certification is an added advantage. Technical Competencies: Strong knowledge of reinforced concrete design and construction. Proficiency in project management tools (MS Project Primavera). Familiarity with structural design software (ETABS SAFE AutoCAD). Solid understanding of Nigerian building regulations and international standards for water-retaining structures. Personal Attributes: Strong leadership and decision-making skills. Excellent stakeholder management and negotiation abilities. Detail-oriented with strong analytical capabilities. Results driven with the ability to manage multiple sites simultaneously. Willingness to travel extensively within Nigeria.
