Description of Work

The Program Coordinator I supports the North Carolina Office of Vital Records by coordinating daily registration activities that ensure accurate and timely entry of vital records. The position processes electronic birth and death records using the NCDAVE system researches discrepancies and works directly with local partners and customers to clarify registration requirements and resolve issues. It conducts outreach to address outstanding and unregistered records maintains registration trackers to support operational visibility and assists in linking birth and death records to maintain data consistency.

The Coordinator also supports data integrity by identifying duplicate records and managing the abandonment process. This role contributes to efficient workflow and reliable statewide vital records operations within established policies and procedures.

Key Duties Include:
- Register electronic birth and death records in the NCDAVE system to ensure accuracy and timely processing.

- Navigate electronic registration platforms to maintain data integrity and support compliance with applicable requirements.

- Correspond with local partners and customers to address discrepancies and provide clarification on registration processes.

- Research duplicate records and initiate the abandonment process once confirmed.

- Match birth records to death records to ensure complete and consistent documentation.

- Conduct outreach through phone email fax or letters to resolve outstanding or untimely unregistered birth death and fetal death records.

- Organize and update registration trackers to communicate failed attempts potential escalations and resolved registrations to leadership.

- Maintain accurate documentation and support workflow processes for timely registration activities.

- Apply program policies and procedures when resolving registration issues and interpreting required information.

- Provide clear and accurate customer service related to vital records registration.

Salary Range: $39244.00 - $68679.00

Recruitment Range: $39244.00 - $41776.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated experience entering and reviewing electronic birth and death records in systems such as NCDAVE with intermediate to advanced proficiency in maintaining accurate data.

  • Proven skill researching and resolving discrepancies in vital records including investigating duplicate entries and completing abandonment actions to support data integrity.

  • Strong proficiency conducting outreach via phone email fax or letter to obtain missing information and resolve outstanding or unregistered vital events.

  • Demonstrated experience organizing and maintaining registration trackers to document failed registration attempts potential escalations and resolved cases for operational monitoring.

  • Effective communication experience answering inquiries from local partners and customers and providing clear accurate explanations of vital records registration processes.

Office of Vital Records (NCOVR) is part of the DHHS Division of Public partnership with county registers of deeds offices local health departments and birthing facilities throughout the state we are responsible for recording North Carolinas vital events. This includes responsibility for legally registering all births deaths fetal deaths marriages and divorces which occur in North Carolina; coding these events for statistical purposes; maintaining these records; and providing certified or uncertified copies to individuals researchers and public health programs.
