Are you a proactive solutions-focused professional looking to make a tangible difference in peoples lives We are seeking a Move-On Officer to join our Solutions Team to help residents transition from temporary or supported housing into long-term independent homes.

At Newham Council we put people at the heart of everything we do. Reducing the number of households in temporary accommodation is a critical priority for our service for several reasons:

  • Promoting Independence: We aim to ensure residents have the right skills and knowledge to sustain independent living for the longer-term.
  • Maximising Resources: Moving residents quickly into suitable options like social housing sheltered housing or the private rented sector reduces the overall pressure on temporary accommodation resources.

Newham Homelessness Prevention & Advice Service (HPAS) is expanding our Solutions Team to ensure we are able to secure move homes for residents. Initially as a pilot on a 12 month fixed term contract we are seeking to support you to demonstrate the success of this role making it a permenant part of our structure.

What You Will Do

As a Move-On Officer you will provide an efficient customer-friendly service to residents whose homelessness can be prevented through a planned pathway or can be moved-on from temporary accommodation. Your key responsibilities will include:

  • Direct Resident Support: Working face-to-face with residents to remove barriers to moving including completing Housing Register applications and referrals to partners like HomefinderUK or Bridge Housing Solutions.
  • Assessments: Conducting affordability and suitability assessments to ensure new tenancies are viable and meet the residents needs.
  • Negotiation & Liaison: Identifying private rented properties and negotiating the best possible outcomes for clients.
  • Financial Guidance: Assisting with Housing Benefit Discretionary Housing Payments and welfare claims to ensure rent is paid on time.
  • Empowerment: Delivering training to tenants on how to secure and maintain a private rented property.

What We Are Looking For

We need an innovative self-starter who can thrive in a high-pressure environment. Essential criteria include:

  • Knowledge: A broad understanding of the housing and support needs of homeless applicants and the regulations of the private rented sector.
  • Experience: Proven experience dealing with diverse and vulnerable clients managing caseloads via IT systems and achieving performance targets.
  • Skills: Excellent negotiation and mediation techniques alongside strong verbal and written communication skills.
  • Values: A commitment to equality diversity and Newhams HEART values.
  • Education: Educated to degree level standard or equivalent demonstrable experience.
