In this high-impact role you will be at the forefront of developing the next generation of Treasury Services professionals. As a Learning & Development Operations Trainer you will design innovative training solutions that directly support the Savings Bond Service program.
This position offers a unique opportunity to combine instructional design expertise with operational excellence. You will work at the intersection of public service and professional development ensuring our customer service representatives possess the specialized knowledge and skills required to serve American savers with accuracy efficiency and professionalism.
YOUR MISSION
As a Learning & Development Operations Trainer you will transform complex regulatory requirements and case examination procedures into engaging accessible learning experiences that empower our Treasury Services teams to excel in serving the American public.
Key Responsibilities:
Consult and Assess:Partner with operational functions to identify training needs analyze performance gaps and recommend effective scalable solutions that align with business objectives
Design and Deliver:Develop and deliver dynamic training programs using multiple modalitieseLearning virtual instructor-led sessions classroom training and on-the-job coachingutilizing industry-leading instructional design standards
Manage Learning Systems:Coordinate training schedules and resources using Learning Management Systems and digital platforms while maintaining accurate records and up-to-date content libraries
Evaluate and Improve:Monitor participant progress through assessments and feedback mechanisms; continuously refine course content delivery methods and overall program effectiveness based on data-driven insights
Innovate and Lead:Stay current with industry trends and learning technologies; proactively identify opportunities to leverage innovative solutions that enhance training effectiveness and operational outcomes
Coordinate Resources:Collaborate with vendors and stakeholders to ensure quality standards and successful program delivery across the organization

REQUIRED QUALIFICATIONS
Education:
Bachelors degree in a related area such as organizational development education or communication; or equivalent combination of education or experience.
(For Level II: Bachelors degree in Organizational Development Education Instructional Design Communication Human Resources or related field);OR- Equivalent combination of education and professional experience
- Must be a U.S. citizen or lawful permanent resident alien with at least three years of legal residency
Experience:
Entry level position. Some experience in a related field preferred. (For Level II: Minimum of 3 years of progressive experience in learning and development instructional design training delivery or related field)
- Demonstrated success designing and delivering training programs in corporate government or financial services environments
Technical Skills:
- Strong written and verbal communication skills with proven ability to facilitate training events across diverse audiences and environments
- Experience presenting and facilitating in virtual environments using web conferencing platforms
- Experience with document management and collaboration platforms (Microsoft SharePoint or similar)
Preferred Qualifications:
- Advanced proficiencyin Microsoft Office Suite withexpert-levelskills in Microsoft PowerPoint
- Familiarity with Learning Management Systems (Saba Cloud or comparable platforms)
- Intermediate to advanced knowledge of virtual training technologies; experience hosting and leading virtual sessions via WebEx Zoom or Microsoft Teams
- Proficiency with eLearning authoring tools such as Adobe Captivate Articulate Storyline 3.x/360 or similar platforms
- Experience with multimedia editing software including Adobe Premiere (video) Adobe Audition (audio) or comparable applications
- Previous experience in complex savings bond redemption processes is strongly preferred and highly valued
Additional Information:
The full salary rangeis $52000-$64964-$78000 ($62800-$78450-$94100).The expected starting salary range is $70000-$82000.Salaryofferwillbebased on qualifications/experienceof the candidatealignmentwith market datathe needs of the position our total compensation package and internal equity.
