Purpose of the Role
The Procurement Officer is responsible for managing the procurement of goods and services in a timely cost-effective and transparent manner. The role ensures compliance with organizational policies donor requirements and ethical standards while maintaining strong supplier relationships.
Key Responsibilities
Planning & Strategy
o Develop and implement annual procurement plans aligned with organizational needs.
o Forecast procurement requirements and ensure timely availability of goods and services.
Procurement Process Management
o Prepare tender documents requests for quotations and bid evaluations.
o Source evaluate and negotiate with suppliers to ensure value for money.
o Ensure compliance with procurement policies donor guidelines and statutory regulations.
Supplier Management
o Maintain and update the supplier database.
o Monitor supplier performance and ensure adherence to contractual obligations.
o Build and sustain strong vendor relationships.
Documentation & Reporting
o Maintain accurate procurement records and documentation.
o Prepare procurement reports for management and donors.
o Ensure proper filing and archiving of procurement documents.
Requirements
Qualifications
Bachelors degree in Procurement Supply Chain Management Business Administration or related field.
Professional certification (CIPS or equivalent) is an added advantage.
Minimum of 3 years of relevant experience in procurement or supply chain management.
Experience in donor-funded projects or NGO environments is an added advantage.
Skills & Competencies
Strong negotiation and vendor management skills.
Excellent knowledge of procurement regulations and ethical standards.
Strong organizational and multitasking abilities.
Effective communication and interpersonal skills.
High integrity transparency and accountability.
Proficiency in MS Office and procurement software.
Required Skills:
