Job Summary
We have an opportunity for a B3 Planned Care Policy Managerto join the Planned Care Performance and Delivery Team on a temporary basis for 6 months to support delivery of waiting times reductions across planned care. This is an ideal development opportunity for someone looking to broaden their experience in performance and assurance oversight ministerial briefing supporting Ministerial meetings and overseeing First Ministers Questions for Planned Care.
These roles are being established to support the work being undertaken to continue with the momentum to significantly reduce waiting times which has been identified as an area of intense FM scrutiny and therefore is likely to remain a high political priority for whichever administration is likely to be formed after the Scottish elections. This is an exciting and rewarding area of work that brings together the capability to drive insight-led delivery and improve system-wide performance. These posts will be critical to providing the focus and leadership for continuing to improve waiting times as well as supporting the improvements for the system to become more sustainable.
The applicants will require to both coordinate and drive activity across the Division and beyond in order to demonstrate grip and assurance by developing the necessary policy response to support urgent delivery at pace. It will be important for the applicants to demonstrate enthusiasm and an ability to be comfortable working across boundaries and operating within a high profile environment with an ability to quickly hone in on the areas of importance with an eye to what is often a highly contentious political environment.
Responsibilities
- Will provide end-to-end ministerial corporate and parliamentary briefing support.
- Support with drafting media lines.
- Responsible for developing policy lines for planned care statistical publications including Stage of Treatment Diagnostics and Cancelled operations.
- Support C2 to publish a plan this year on return to statutory commitments.
- Leads on First Minister Question responses for planned care.
- Acts as First Minister Secretariat for planned care / waiting times meetings.

This role is a temporary position with an expected commitment of 6 months.
