The Role

The State Program Officer (SPO) will report to the State Program Lead (SPL). In this role you will support the adaptation and execution of our technical assistance for Iron and Folic Acid (IFA) supplementation under Anaemia Mukt Bharat in Uttarakhand in close coordination with NHMUttarakhand/DoHFW Department of Education WCD/ICDS and other partners.

In this role you will focus on program planning budget inclusion last-mile supply chain strengthening training cascades monitoring and coverage validation and data-driven advocacy including for out-of-school children and private school expansion. A key priority will be supporting the transition to the Alternative Technical Assistance (ATA) model by building government capacity and embedding core program functions within state systems.

The role will also involve close collaboration with our MLE Finance/Procurement and National teams and will require approximately 40% travel within the state.

Responsibilities

Policy Advocacy & Stakeholder Engagement

  • Ensure IFA activities are well planned and adequately budgeted in State PIPs/RoPs including pilots and scale-ups (e.g. out-of-school children private schools).
  • Develop concise data-backed advocacy notes and support the SPL in state-level forums to drive corrective actions.
  • Facilitate cross-departmental coordination across Health Education WCD/ICDS and PRIs including regular review meetings and alignment on priorities.
  • Partner with NHM IEC and department counterparts to develop and update IEC/BCC materials and support timely issuance of circulars and guidelines.
  • Build and manage relationships with private school associations networks and partners to strengthen program ownership community mobilization and outreach.

Program Design Management & Delivery

  • Work with the National Office and state stakeholders to align plans with national guidance and government priorities.
  • Co-develop state implementation plans with clear milestones roles and risk mitigation approaches.
  • Manage workplans and timelines track deliverables and proactively flag risks to the SPL.
  • Support training cascades (design materials delivery and reach) including capacity building for private school nodal teachers.
  • Oversee rollout of IFA administration in private schools with a focus on achieving 90% coverage reporting and drug availability.
  • Develop and maintain implementation tools and trackers across supply coverage training supervision and reporting.
  • Conduct field visits to provide technical support strengthen implementation and coordinate with district officials.
  • Work with government counterparts to strengthen procurement allocation and last-mile distribution.

Monitoring Learning & Data Use

  • Support M&E design and tool development with the MLE team to enable timely supervision and course correction.
  • Analyse monitoring data (with SPC-M&E) and translate insights into actionable improvements in coverage and field performance.
  • Use field learnings to inform community mobilisation strategies and IEC/social media materials.

ATA Transition & System Strengthening

  • Support the transition to the ATA model by transferring knowledge tools and processes to district and block-level government functionaries.
  • Embed core program functions (monitoring review mechanisms coordination private school engagement) within existing government systems.
  • Identify system and capacity gaps and mentor stakeholders to build ownership and accountability.
  • Strengthen government-led monitoring with a focus on low-performing areas.

Knowledge Management

  • Develop program briefs documentation case studies and success stories and support dissemination with stakeholders.
  • Engage with stakeholders alongside the SPL to share insights and lessons from implementation.
  • Maintain up-to-date documentation in line with internal knowledge management processes.



Requirements

Essential

  • Postgraduate degree in public health nutrition health management or related field
  • 35 years of experience in the development sector including experience supporting or advising government programs preferably in maternal child health or nutrition
  • Prior experience working with government departments in Uttarakhand or in a similar context
  • Demonstrated experience managing or supporting teams with the ability to work independently and proactively communicate progress risks and support needs
  • Strong understanding of public health systems and socio-economic context particularly in Uttarakhand
  • Strong written and verbal communication skills in English; working proficiency in Hindi required
  • Ability to synthesise information and produce high-quality outputs under tight timelines
  • Proficiency in Microsoft Office and Google applications for analysis documentation and reporting
  • Willingness to travel up to 40% within the state

Desirable

  • Familiarity with Uttarakhands socio-cultural context and administrative systems
  • Experience supporting program transitions capacity building or sustainability-focused models in public health
  • Strong problem-solving and prioritization skills in dynamic multi-stakeholder environments

This role is based at Dehradun Uttarakhand.

Compensation: Competitive and commensurate with the individuals credentials experience and previous pay scale.
