The Cyber Workforce Development Expert supports the DoW CIO Workforce Innovation Directorate (WID) in advancing enterprise-wide cyber workforce capabilities. This role leads to the development implementation and continuous improvement of the DoW Cyber Workforce Framework (DCWF) workforce policies and training strategies to ensure a highly skilled mission-ready cyber workforce. Contract Length: 5 years - have been supporting client for over 15 years.
Work Location: Onsite at Mark Center (Arlington VA)
Clearance: Active TS/SCI Clearance
Education/Experience: Bachelors degree in a technical field with 10 years in relevant field experience
Start Date: May/June 2026
PRIMARY RESPONSIBILITIES
- Lead development revision and publication of DoW Cyber Workforce Framework (DCWF) content in coordination with DoW CIO and cross-functional stakeholders.
- Develop and refine role-based terminal learning objectives (TLOs) aligned to mission requirements and evolving cyber work roles.
- Research analyze and define cyber workforce qualification requirements ensuring alignment with industry standards and emerging best practices.
- Provide subject matter expertise to validate workforce development methodologies training content and certification pathways.
- Develop strategic recommendations and implementation materials supporting enterprise cyber workforce frameworks and initiatives.
- Conduct environmental scans and market research to assess cyber workforce tools assessments and capabilities for DoW applicability.
- Support development and execution of cyber workforce education training and exchange programs including rotational and interagency initiatives.
- Collaborate with stakeholders to draft and revise cyber workforce policies guidance documents and communications products.
- Facilitate access to training programs certifications and experiential learning opportunities to enhance workforce readiness and adaptability.
- Engage with academic institutions Centers of Academic Excellence (CAE) and Senior Military Colleges (SMC) to strengthen DoW workforce pipelines and partnerships.
- Support workforce development program implementation and administration leveraging lessons learned to scale across the enterprise.
- Participate in interagency and international working groups maintaining awareness of emerging cyber workforce trends and standards.
- Conduct risk threat and vulnerability assessments of workforce-related systems and platforms to evaluate security posture and effectiveness of controls.
- Apply expertise in security planning risk analysis and risk management across systems and domains in alignment with SLA requirements.
SKILLS AND EXPERIENCE
- Experience supporting cyber workforce development workforce policy or DoD human capital initiatives.
- Demonstrated experience with DCWF NICE Framework or similar workforce frameworks.
- Experience developing training programs certification pathways or workforce qualification standards.
- Strong understanding of DoD cyber workforce policies workforce planning and organizational development principles.
- Experience supporting senior leadership with briefings policy recommendations and strategic workforce initiatives.
- Knowledge of risk management frameworks (RMF) cybersecurity principles and system security assessment processes.
- Ability to lead complex efforts manage multiple priorities and provide technical guidance across teams.
