Position Overview
Join us in our fast-paced support to develop advance and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be joining a team of personnel with experience and an in-depth understanding of the environments that include ground near-space space and any system that operates in those environments to meet current and projected strategic operational and tactical needs for the Department of Defense (DoD). QinetiQ is a mission-led innovation company that works with the USSF and DoD to design develop field and maintain requirements essential to national security and the survivability of the warfighter.
We are seeking an International Liaison Officer (LNO) to provide advisory support for international space collaboration initiatives under the SAF/SQ program. The ideal candidate brings deep experience facilitating engagement between U.S. Space Force and allied partner nations and has a strong understanding of combined space operations international agreement frameworks and coalition space capability development.
Responsibilities
- Serve as a primary liaison between SAF/SQ and international partner nation representatives on space acquisition collaboration activities
- Coordinate and facilitate bilateral and multilateral space cooperation meetings working groups and information exchanges; develop associated briefings and summary products
- Support the revision or drafting of international agreements and acquisition documentation such as MOUs MOAs Technical Arrangements and related correspondence
- Analyze partner nation space capabilities policies and requirements; provide assessments and recommendations to government leadership
- Provide inputs and support on programmatic status reporting of international cooperation activities across applicable portfolios
- Coordinate with OSD State Department and other interagency stakeholders on international space engagement activities in support of SAF/SQ priorities
- Monitor evolving allied space policies coalition space doctrine and partner nation space program developments; assess implications for U.S. acquisition programs and advise government leadership
- Maintain a broad awareness and understanding of all international space cooperation programs and activities in execution across the applicable portfolio; assist integrated product teams and working groups
- Support the development delivery review and evaluation of impact analyses studies compliance reviews and readiness assessments related to international collaboration activities
Required Qualifications
- Bachelors degree in international relations political science management business or a related field; Masters degree preferred
- 8 years of experience in international affairs coalition operations or defense cooperation within the DoD or national security community
- Demonstrated experience coordinating with allied partner nations on defense or space programs
- Familiarity with international agreements processes (MOUs MOAs Technical Arrangements) in a DoD context
- Knowledgeable with respect to DoD Air Force and Space Force processes and procedures for international cooperation and information sharing
- Strong written and verbal communication skills; ability to develop and deliver briefings for senior government and international audiences
- Ability to work in a fast-paced dynamic environment with multiple competing priorities; excellent organizational skills

Preferred Qualifications
- Military service with international liaison attaché or coalition headquarters experience
- Knowledge of Five Eyes (FVEY) space cooperation frameworks or Combined Space Operations (CSpO)
