The Joint Analysis and Lessons Learned Centre (JALLC) is NATOs Centre dedicated to support Alliance-wide implementation and sustainment of NATOs lesson learned (LL) policy and to improve NATOs ability to operate and adapt through LL analysis training advising and assessment activities enabling the establishment of effective lessons learned capabilities across NATO.
The Office of Chief of Staff is responsible for managing all the activities of the staff.
The Lessons Learned Management Division (LLMD) is responsible for Lessons Learned outreach and Lessons Learned Training in support of NATO operations activities exercises NCS and NATO Force Structure commands Centres of Excellence Allies and Partner nations; management of the NATO Lessons Learned Portal; and conducting active collection and sharing of lessons.
The Analyst (Research) will provide analytical and research skills and contribute to the Lessons Learned reports produced by JALLC.
Principal Duties:
- Leads LL analysis projects studies and LL related activities where specialist analysis (e.g. trend analysis) and research methods and experience are required;
- Plans coordinates and undertakes data collection by analysis of the NATO LL Portal literature review research interviews survey and observations including through deployment to theatres of operations or exercise/training venues as necessary in order to solve a wide variety of problems of dissimilar nature in the context of NATO joint military exercises operations and/or training;
- Applies qualitative/quantitative research and analysis methods to data;
- Applies interpretative analytical constructive thinking and judgement to select solutions and make evidence-based recommendations for the improvement of NATO;
- Conducts NLLP active content management and analyse NLLP content in order to identify strategic relevant lessons and provide written responses to external requests for information regarding the lessons NATO has on specified topics;
- Provides relevant NATO Bodies with advice and assessment for continuous improvement of the NATO Lessons Learned capability;
- Plans writes and presents analysis products including handbooks and reports and ensure that JALLC project assurance standards are upheld in the production of those analysis products;
- Attends meetings conferences or training events to deliver analysis related presentations and / or to collect data;
- Liaise with relevant NATO staffs and subject matter experts frequently in senior staff levels.
Essential Qualifications / Experience:
- University degree in Analytics Statistics Mathematics Computer Science Operations Research or other related numerate discipline and 3-4 years function related experience;
- Three years practical experience of research or analysis;
- Track record applying analytical techniques to problem solving;
- Experience of writing project reports;
- Experience working in project teams.
Language:

Desirable Qualifications / Experience:
- Author of published researches or analysis reports papers or articles;
- Knowledge and experience of NATO;
- Knowledge and experience of military operations and exercises;
- Experience working with military personnel;
- Experience working in an international environment.
- Post-graduate certification in International Studies History Social sciences Political Science Public
- Administration Law Operations Research Mathematics Computer Science or other relevant scientific discipline;
- Recognition by relevant professional bodies;
- Facilitation skills training;
- Advanced computing skills especially spreadsheet database and/or graphics.

Managerial Responsibilities:
The Analyst (Research) has no permanent subordinates and is expected to control own daily priorities and work with some regular guidance in accordance given priorities. The incumbent may be required to lead various projects and tasks under which circumstances other JALLC members would be temporarily placed in his/her charge.
Professional Contacts:
The Analyst is expected to maintain regular professional contacts with others frequently above his or her staff level inside and outside JALLC and NATO on functional matters.
Contribution To Objectives:
The activity of the LL Management Division is central to the core work and objectives of the JALLC. The Analyst (Research) complements the military skills and knowledge of the military personnel in the JALLC project teams with skills and knowledge of research and analysis methods report writing and training delivery thus enhancing the overall quality of the JALLC products
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
