Office of Workforce Development

The Office of Workforce Development (OWD) administers several federal workforce programs and oversees a network of local OhioMeansJobs centers which provide free job training and other services for Ohioans looking for work and employers seeking workers. OWD also assists job seekers through an online job matching system that brings both employers and job seekers to one easy-to-use website. What You Will Do

In this position you will contribute to the U.S. Bureau of Labor Statistics Quarterly Census of Employment and Wages (QCEW) program by collecting processing editing and reporting employment and wage data for employers covered under Ohio and Federal Unemployment Compensation Law.

  • Edit and analyze employment and wage data using statistical techniques such as totals means percentages and ratios.
  • Estimate missing data for employer reports using approved BLS methodologies.
  • Process the Multiple Worksite Report (MWR) in the QUEST system.
  • Research and assign NAICS industry codes for new or reestablished employers.
  • Review Annual Refiling Survey (ARS) responses and update employer records accordingly.
  • Track anticipated employer account changes.
  • Verify data with employers and provide reporting guidance.
  • Proofread and correct electronic publications.
  • Participate in meetings and trainings as required.

Travel:

  • Travel to in-person meetings in Columbus may be required a few times a year.
  • Out-of-state and overnight travel to attend national meetings or trainings may occasionally be required.

The ideal candidate at minimum must have the following:

Option 1:

  • Completion of undergraduate core program in social or behavioral science to include 1 course in parametric statistics (e.g. regression analysis; normal distribution; analysis of variance; link relative)

AND

  • 2 mos. trg. or 12 mos. application of social research methods which included 6 mos. trg. or 6 mos. computer operations (e.g. Microsoft Office; Microsoft Access; Statistical Access; Statistical Analysis System SAS; Statistical Package for Social Sciences SPSS).

Option 2:

  • 3 yrs. social or behavioral science which included 12 mos. application of social research methods and 6 mos. computer operations (e.g. Microsoft Office; Microsoft Access; Statistical Access; Statistical Analysis System SAS; Statistical Package for Social Sciences SPSS).

Option 3:

  • 1 yr. exp. as Labor Market Analyst 1 66331.

Option 4:

  • Equivalent of minimum class qualifications for employment noted above.

Pay Information

This position is in the State of Ohios OCSEA/AFSCME Pay Schedule Pay Range 30. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $25.77per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
