Job Summary

1. SUMMARY

The NATO Representation to Ukraine (NRU) helps implement and direct cooperation between NATO and Ukraine.

The Officer Defence Industry and Innovation Coordination contributes to the implementation of the NATO activities to support Ukraines defence industrial base and NATO-Ukraine innovation cooperation.

2. QUALIFICATIONS AND EXPERIENCE

The incumbent must:

possess a university degree or equivalent qualification in a field relevant for the position;

possess at least 5 years of experience in designing implementing and managing projects and/or programmes related to defence industry and technology;

have demonstrable understanding of the policy implications of new technologies in defence and security and their opportunities and risks in modern conflict;

have excellent written and oral communication skills;

possess a minimum level of NATOs official languages (English/French): V (Advanced) in one; and I (Beginner) in the other.

The following would be an advantage:

knowledge of export control intellectual property financing and licensing issues;

knowledge of Ukrainian.

3. MAIN ACCOUNTABILITIES

Expertise Development. Support efforts to build capacity and resilience into the Ukrainian defence industry and innovation ecosystem. Map critical Ukrainian defence capacity needs and requirements that could be solved by new technologies.

Stakeholder Management. Ensure coherence of efforts and cooperation with all key stakeholders. Identify ways to build synergies between the Alliance and Ukraine in defence industry and innovation related activities.

Project Management. Contribute to planning of events including the NATO-Ukraine Defence Innovators Forum series and industry days. Contribute to the delivery of joint programming including Ukraine-NATO Innovation Technology and Engineering (UNITE) Brave NATO and other cooperative innovation challenges. Provide support for the implementation of the Comprehensive Assistance Package for Ukraine (CAP).

4. INTERRELATIONSHIPS

Reporting Line: The incumbent works under the overall leadership of the Head of the NATO Representation to Ukraine reporting to the Head Defence Advisory Section.

Interactions: The incumbent collaborates closely with the D2IA Division with defence industry and innovation stakeholders in Ukraine such as government ministries the Armed Forces of Ukraine the private sector investors and civil society.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of one year; possibility of renewal for up to two periods of one year (1 year 1 year 1 year).
Contract clause applicable:
This post is required for a limited period to support the NRU. As employment in this post is of limited duration the successful applicant will be offered a definite duration contract of 1-year duration which may be renewed for two periods of up to one year if required to support the NRU.
If the successful applicant is seconded from the national administration of one of NATOs member States a one-year definite duration contract will be offered which may be renewed for two periods of up to one year if required to support the NRU and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
NOTE:Irrespective of previous qualifications and experience candidates for twin-graded posts will be appointed at the lower grade.
Under specific circumstances serving staff members may be appointed directly to the higher grade. These circumstances are described in the IS directive on twin-graded posts.
