ACCOUNTABILITIES/RESPONSIBILITIES:

Commodity Accounting Management

1. Coordinate and monitor the completeness accuracy and timeliness of commodity accounting data (in LESS) and ensure data is replicated to various levels of the organization. This will involve in-depth analysis and reconciliation supervision of the work of team members and designing and implementing analytical tools (access tools) and develop reports on logistics related data and on programme distribution and beneficiaries data.

2. Contribute to implementing the supply chain strategy plans and procedures related to Commodity Accounting in line with the global WFP supply chain strategy and regional/functional strategies policies procedures and controls and follow corporate standards contributing to quality control loss prevention risk mitigation and to build supply chains with operational cost efficiency agility reliability and quality.

3. Partner at the operational level and collaborate with counterparts in the key Commodity Accounting functions contributing to an integrated supply chain approach to food assistance and cross-functional functional alignment.

4. Contribute to country context analyses and management of end-to-end operational supply chain and in order to support addressing operational supply chain challenges and obtaining operational optimization.

5. Conduct regular Business Process Review and propose innovative ways of ensuring LESS transactional efficiency without compromising the quality and efficiency of the operation.

6. Ensure that the LESS system is always up and functioning at acceptable speed and that all technical processes are active. This requires that the backup strategy is in effect ensuring that all LESS clients are operational and guiding the data analysts accordingly.

7. Produce validated commodity accounting data and reports for the use by the country office. These include weekly and monthly performance reports that clearly highlight areas that need special attention/remedial action.

8. Ensure the accurate and complete commodity accounting. All data quality issues include security and disaster recovery personnel controls physical access controls maintenance controls data protection and privacy. This entails coordinating with HQ team and colleagues managing all LESS sites in-country.

9. Identify the needs for start-up of new sites & roll out LESS system to new sites and provide build capacities of new and existing LESS users with trainings and refreshers as applicable.

10. Lead the preparedness actions providing technical recommendations and guidance and monitoring the management of commodity-specific risks.

11. Prepare accurate and timely reports and presentations regarding supply chain activities and impacts from incidents for Supply Chain and CO managements informed decision-making and consistency of information presented to the stakeholders.

12. Oversee the accurate and timely reconciliation performed by all relevant LESS stations and prepare monthly reports and contribute towards Annual Country Report (ACR).

13. Prepare and submit resource transfer commodity template reports to Headquarters upon project closure.

14. Lead the training and implementation of the corporate CP Stock Management last mile delivery tool and the SCOPE In-Kind tool on behalf of the CO Supply Chain team including the facilitation of requirements from HQ and RB focal points coordination among stakeholder units within the CO overseeing the accurate translation of the manual preparation and roll out of trainings to the CP focal points and internal staff.

15. Perform other duties as required.

CP Management

1. As the Supply Chain focal point for the cross-functional CP Management team;

a. lead the planning and implementation of relevant supply chain benchmarks templates and best practices for CP selection CP evaluation and day-to-day operations.

b. Lead joint risk mitigations in line with the global risk assurance framework and supply chain manual guidelines.

c. Lead CP capacity strengthening efforts to streamline day-to-day operations with CPs and align with supply chain best practices.

Retail Markets

Contribute to CBT retail market activities as an advisory role where requested.

Education: Advanced University degree in Economics Commerce Business Administration Engineering Legal or Accounting or other relevant fields or First University degree with additional relevant work experience and training/courses

Experience: Over five years of professional experience in supply chain systems logistics reporting and inventory management including the following areas.

Experience in relevant commodity/product/service markets and trading and managing buying operations.

Experience managing the physical purchase of the commodities/products/services in complex situations (e.g. Evaluating offers and making recommendations)

Experience negotiating with suppliers

Experience working in an international context preferably in a humanitarian context.

Solid work experience in former soviet countries and/or in contexts of conflicts in developed countries is preferred.

Knowledge & Skills: Comprehensive analytical skills and advanced Excel PowerPoint and SAP application knowledge.

Language: Fluency (level C) in the English language.
