Description

In Ukraine NRC has a large and growing portfolio supporting people affected by conflict and displacement. The Country Office supports multiple Area Offices and works across NRC Core Competencies including Shelter & Settlements WASH Education Protection from Violence and Information Counselling and Legal Assistance.

NRCs programming has a strong focus on localisation and partner-led implementation aiming to strengthen the role of national and local actors in delivering humanitarian this complex and evolving context NRC is scaling up its partnership approach to ensure quality compliance accountability and sustainable programme delivery through partners.

The purpose of the Partnership Technical Officer position is to support the implementation of NRCs partnership approach by contributing to partner identification due diligence agreement management capacity strengthening and follow-up of partner-led implementation.



Responsibilities

General Responsibilities

  • Contribute to partner assessments (e.g. due diligence risk analysis or equivalent tools)
  • Responsible for standardised information management/filing systems for partnership documents (including through the partner databases dashboards trackers and internal coordination tools - forthcoming)
  • Ensure proper filing and documentation of all partnership-related processes in line with NRC standards
  • Assist in monitoring partner performance compliance and risk mitigation measures
  • Contribute to partner capacity strengthening plans and follow-up
  • Support coordination and communication with partners and internal stakeholders
  • Support the implementation of NRCs partnership strategy at country level
  • Compliance and adherence to NRC policies guidance and procedures and a specific responsibility for the Partnership policies and procedures

Specific Responsibilities

  • Maintainpartnership trackers stakeholder mapping tools and partnership files monitoring information inscopeand updating toolsaccordingtoa daily routine.
  • Manage the Partnership SharePoint site.
  • Monitor compliance with NRC and donor requirements (programmatic financial and operational) and flag risks or delays
  • Support the development and follow-up of partnership agreements (e.g. MoUs Project Implementation Agreements Flexible Mini Grants)aligned with NRC formats and standards in coordination with Manager.
  • Contribute to the identification of partner capacity gaps and support the implementation of capacity strengthening plans
  • Support coordination with programme finance MEAL and other support teams to ensure coherent partner engagement
  • Organise partner meetings workshops and joint planning processes as delegated by the line manager
  • Support consolidation of partnership data for reporting analysis and decision-making
  • Carry out any other tasks relevant to the function as delegated by the line manager


Qualifications
  • Minimum 23 years of relevant experience in partnerships programme support or project implementation in humanitarian or development contexts

  • Experience working with national or local partners/CSOs

  • Bachelors degree in a relevant field

  • Understanding of partnership approaches and localisation

  • Familiarity with compliance due diligence and risk management processes

  • Strong organisational and coordination skills

  • Experience in data tracking documentation and reporting

  • Good communication and interpersonal skills

  • Working knowledge of English both written and verbal

  • Proficiency in Microsoft Office applications
  • Experience in strengthening the capacity of local partners

  • Experience in facilitating cross-functional collaboration and alignment across teams

  • Experience in supporting the day-to-day coordination of activities including follow-up on action points and timelines

  • Experience in compiling organising and maintaining documentation and trackers (e.g. due diligence workplans reports)

  • Experience in providing practical support to partners and internal teams to ensure smooth implementation of activities
