Job Summary

The mission of the Strategic Initiatives Bureau is to design and drive long term enterprise-wide transformation by evaluating policies programs and resources to strive towards maximum organizational effectiveness. Strategic Initiatives serves as a primary advisor to the Police Commissioner regarding the Departments short and long term strategic goals and examines new technologies and innovative solutions to help the Department fulfill its primary mission of keeping New York City safe. The Strategic Initiatives Bureau is comprised of the Project Management Office (PMO) the Change Management Office (CMO) the Office of Management Analysis and Planning (OMAP) and the Office of the Strategic Initiatives Bureau.
The Strategic Operations Planner will serve as a confidential advisor to the Assistant Commissioner of the Project and Change Management Office. The candidate will provide high-level analysis and implementation of complex initiatives by developing project management systems and best practices. They will also lead non-routine special projects from initiation to completion and serve as a liaison to project stakeholders and executive leadership.
Specific tasks may involve:
- Assess and determine new processes to provide efficient project management and implementation.
- Work Closely with leadership and stakeholders to evaluate proposed projects establish prioritization and develop working groups.
- Proactively problem solving and/or escalating program issues to fast-track resolutions.
- Analyzing and proposing effective solutions to complex project obstacles.
- Managing multiple project teams and coordinating work among team members. Coach and train team members on project methodology and PMO processes.
- Facilitating regular team and stakeholder meetings effectively in addition to delivering presentations and executive briefings
- Understanding how and when to communicate difficult/sensitive information appropriately.
Strategy and planning:
- Working closely with senior executives to develop Department wide strategies to resolve complex planning policy and program challenges. Liaising between Departmental leadership and stakeholders to ensure objectives are achieved.
- Conducting quantitative and qualitative analysis to assess issues and potential initiatives. Make recommendations as needed on changes to policies and procedures.

Qualifications :
1. A baccalaureate degree from an accredited college in computer science engineering human computer interaction interactive media digital and graphics design data visualization communication or a related field and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology process methodology and/or domain; or
2. An associate degree from an accredited college in computer science engineering human computer interaction interactive media digital and graphics design data visualization communication or a related field and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology process methodology and/or domain; or
3. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology process methodology and/or domain; or
4. Education and/or experience which is equivalent to 1 2 or 3 above.
