Job Summary:
WESPac Records Manager is responsible for providing customer service software technical support advice documentation and training to staff in all aspects of the Student Information and Human Resources/Finance System (Skyward/Qmlativ via Washington Schools Information Processing Cooperative (WSIPC). Manages and coordinates all district data exchanges with Office of the Superintendent of Public Instruction (OSPI) Educational Service District (ESD) and Northwest Regional Data Center (NWRDC). Responsible for ensuring data entry is completed in a consistent and timely manner across the district and for coordinating data validation activities.
Essential Job Functions:
This list of essential job functions is not exhaustive and may be supplemented as necessary. Depending upon individual assignment the employee may perform all or a combination of several duties:
- Coordinates with finance and technology staff members or other client users to identify and document functionality needs and processes and strategies for improving the efficiency of human resources payroll business processes and student information system management with their use of Skyward/Qmlativ.
- Responsible for the ongoing software for the Skyward/Qmlativ system and system upgrades.
- Investigates and resolves application and functionality related issues and provides first level support and troubleshooting of district application systems.
- Once a change or adoption is identified and approved works with clients other analysts and/or vendors to design test and implement the system and to develop and provide needed training to client users.
- Troubleshoots technical issues and identifies modifications needed in existing applications to meet changing user requirements.
- Provides assistance and advice to users in the effective use of applications and systems.
- Develop and conduct training workshops to support staff development on functions capabilities and troubleshooting techniques.
- Analyzes data contained in the enterprise database and identifies data integrity issues with existing and proposed systems and implements solutions.
- Supports technology staffing database administration as well as live and test environments.
- Reviews existing systems to determine availability of technology solutions.
- Conducts system and data audits and reporting to validate transactions and system reliability.
- Acquire and maintain a detailed level of knowledge and understanding of core assigned Skyward/Qmlativ systems/
- Participates in meetings with other leadership teams to discuss business activities and issues to be resolved. Supports human resources payroll finance and student services teams in current business process items and researches and develops software tools to gain work efficiencies.
- Prepare submit and revise enrollment reports as required including but not limited to:
- All District P-223 reporting (P-223 P-223H RS 1418 S)
- Ancillary services to part-time students (P-240)
- Alternative Learning Experience enrollment (SAFS ALE)
- Assist with other state and federal compliance reports.
- Assist the Finance Department with other data disclosure reports to support the state audit programs.
- Prepare submit and review annual reports as required including but not limited to:
- Report of Final Home & Hospital Attendance (E-525)
- Validate middle & high school enrollment reports (Adjusted Cohort Graduation Data)
- Validate annual CTE Enrollment Report
- Validate annual ALE Report
- Manage and coordinate the Comprehensive Education Data and Research System (CEDARS) data collection to OSPI.
- Serve as a liaison between district personnel and Northwest Regional Data Center (NWRDC) and Washington Schools Information Processing Center (WSPIC) personnel.
- Ability to establish and maintain effective working relationships with a variety of staff and stakeholders.
- Participate in job specific coordinator meetings and relevant NWRDS and WSPIC trainings.
- Collaborate and provide district administrators with statistical student data as required.
- Serve as District Security Manager for the OSPI Data Systems.
- Other duties as assigned.
Desired Skills:
- Bachelors degree in technology or directly related fields of study or 5 years experience as a Systems Analyst.
- Demonstrated ability in Help Desk customer service and support highly
- Demonstrated proficiency experience and expertise using the Washington School Information Processing Cooperative (WSIPC) and student information software (WESPaC/Skyward/Qmlativ)
Minimum Qualifications:
- Bachelors degree preferred
- Associates degree or Business Technical school degree in related field preferred
- High School diploma or equivalent
- Knowledge of data processing hardware platforms and enterprise software applications.
- Strong project management skills with effective results focused within human resources payroll or finance environments. Ability to manage multiple projects simultaneously attend to detail accuracy and follow-thru on assigned projects and tasks.

- Communicate effectively orally and in writing.

Evaluation:
This position shall be evaluated periodically by the Building Principal pursuant to the currently established district procedures and evaluation criteria. The process shall include an evaluation of the employees performance of the above essential job functions.
