Job Summary
Overview
The Ellmer School of Nursings Director of Finance and Administration will oversee multiple general administrative strategic tactical and/or operational areas including but not limited to Strategic Planning Finance Human Resources Facilities and/or Information Technology to ensure compliance with university policies and procedures in financial reporting and management. Acts as the Deans strategic partner and surrogate in high-stakes administrative environments. Assumes accountability for the Schools business portfolioincluding Finance HR and Facilitiesto minimize the Deans administrative burden regarding non-academic matters. Operates with significant latitude to develop and implement internal guidelines that streamline school-wide processes and enhance organizational efficiency. Provides guidance to the dean associate deans of the college and department chairs.
Responsibilities
In consultation with the deans and department chairs this position will develop college guidelines for the preparation development and submission of annual operating budgets
Financial Administration
- Works closely with VHS Finance in the areas of procurement human resources financial management and other logistical entities.
- Plans implements coordinates monitors and evaluates policies and procedures and monitor compliance with policies and procedures. Interpret state federal and university policies and procedures. Develop recommended guidelines for the school within university policies and procedures.
- Develops and implements long-range financial models and annual operating budgets in consultation with department chairs providing the Dean with finalized actionable recommendations rather than raw data
- Reviews and approves financial transactions within the school to ensure appropriate account allowability and compliance. Approves budget transfers for all accounts.
- Manages financial oversight throughout the year and annual fiscal year-end financial activities. Performs budget and trend analyses for deans and department chairs. Determines the causes of significant variances and provides recommendations. Resolves operational and procedural financial matter-including budget adjustments and/or budget reallocation.
- Reviews and approves monthly school reconciliation for accuracy compliance and timeliness. Reconciles monthly activity and obtains the appropriate approvals and oversight from VHS Finance.
- Oversees Ed Foundation gift and endowment accounts and Research Foundation contracts sponsored projects and their related cost sharing commitments and overhead allocations disbursements and payroll activity
- Manages and monitors Graduate Assistantships and Tuition Waivers Allocation
- Confers and provides recommendations to dean and department chairs
- regarding the financial implication of potential and new initiatives
- Monitors procurement card holders to approve and/or coordinate transactions in relation to expense tracking budget performance and compliance of procurement/finance policies and procedures
- Serves as the liaison for audits
Strategic Administrative Leadership & Decision Support
- Lead the strategic allocation of all school resources (financial human and physical) to align with the Deans long-term vision and the universitys mission
- Serve as the primary advisor to the Dean and senior leadership on non-academic operations providing high-level data analytics and trend forecasting to support complex decision-making
- Responsible for the schools non-academic business portfolio exercising independent judgment to resolve complex administrative challenges and briefing the Dean on key outcomes or critical escalations
- Serves as the Deans primary proxy on university-wide committees and operational projects.
- Identifies and mitigates operational bottlenecks across the school without direct supervision proactively engineering solutions that allow the Dean to maintain a primary focus on academic leadership and external relations.
Human Resources
- Serves as the liaison to Human Resources and Deans and Department Chairs on a variety of personnel matters faculty contracts and staffing
- Leads the development of strategic staffing plans and equity adjustments to ensure a competitive and stable workforce
- Oversees payroll functions/coordinates HR related efforts to ensure timely and accurate payments. Approves/payroll documents/verification processes as assigned
- Manages personnel activities including position analyses updating position descriptions and assisting with employment offers
- Manages in the hiring remediation and termination of subordinate staff and student workers within the college
- Reviews and approves personnel actions for the school and departments.
- Provides guidance to supervisors in school to ensure compliance with HR policies procedures and expectations for management
Risk Management & Operations
- Monitors risk management policies and procedures reviews college proposals and contracts to ensure compliance with university state federal and audit guidelines and regulations
- Oversees the management/maintenance of all insurance leases contracts and other agreements relative to operations in consultation with appropriate administrators and other university staff
- Provides advice on appropriate technology required to meet information and financial reporting requirements
- Authorizes and approves computer system and building access privileges for all faculty staff and students within the college
- Serves as the liaison for risk management and facilities management
Other Activities
- May serve on university/college committees and/or initiatives
- Additional duties as assigned
Qualifications
- Masters in finance Business Administration or Accounting. Or related work experience equivalent to a masters degree in field of study
- Knowledge of higher education financial systems and accounting practices.
- Keen understanding of state and federal policies and procedures related to higher education/governmental agencies.
- Effective customer service and problems solving/decision making skills.
- Ability to analyze large data sets summarize and present financial and narrative information clearly.
- Strong interpersonal skills and excellent oral and written communication skills.
- Demonstrated management ability and leadership skills.
- Demonstrated ability to work independently; meet strict deadlines; make responsible recommendations and decisions; and maintain the utmost confidentiality involving matters of a sensitive nature.
- Minimum of three years in the following areas.
- Extensive experience using Banner or other university related student/financial applications.
- Considerable experience in financial management and administration strategic planning budgeting and financial planning.
- Microsoft Office (expertise in Excel).
- Considerable experience forecasting and projecting budget scenarios within different budget models.
- Some experience aligning strategic initiatives with financial plans.
