General Definition of Work
Performs complex analysis and difficult administrative work preparing and processing payroll maintaining payroll records and files processing payroll information and reports and related work as apparent or assigned. Work is performed under the limited supervision of the Payroll Operations Director.
Qualification Requirements
- Bachelors degree in accounting finance or related field preferred and considerable experience working with governmental accounting or
- minimum of three to five years experience in payroll accounting or similar role or
- minimum of 10 years experience in accounting or related field or
- equivalent combination of education and experience considered.
Knowledge Skills and Abilities
- Extensive knowledge of generally accepted accounting concepts theory and principles with an emphasis on school payroll accounting.
- Thorough knowledge of payroll and benefit program administration for school districts
- Knowledge of LINQ and TimeKeeper preferred.
- Advanced knowledge of Microsoft Office (Excel Word PowerPoint).
- Knowledge of office management practices and procedures and equipment.
- Demonstrate strong organizational and communication skills.
- Ability to meet deadlines.
- Ability to proofread documents and prepare clear and comprehensive reports.
- Ability to operate standard office equipment efficiently.
- Ability to multitask and prioritize work effectively.
- Ability to perform numerical analysis functions with speed and accuracy.
- Ability to communicate effectively both orally and in writing.
- Ability to work independently.
- Ability to maintain effective working relationships.

Reports to
Payroll Operations Director
Essential Functions
- Analyze and edit data for payroll accounting entry and reporting.
- Coordinate and complete special projects analysis and reports as required.
- Understand and implement policies rules regulations and laws governing State of North Carolina school finance and payroll.
- Process payroll including new employee set-up employee changes or terminations timesheet entry absences balancing finalizing payroll.
- Prepare reconcile and submit various local State and Federal reports and surveys.
- Resolve monthly audit exceptions according to guidelines from NCDPI Salary and Licensure section and make required adjustments through the BUD software system.
- Assist with maintenance of salary tables in compliance with local and state guidelines.
- Assist with set up of payroll calendar.
- Process and administer electronic direct deposits.
- Take and respond to inquiries relating to payroll data.
- Maintain voluntary and involuntary employee deductions.
- Prepare W-2 forms for all employees.
- Prepare and submit annual W-2 file to appropriate State and Federal departments.
- Assist with implementation and oversight of finance policy and procedures in compliance with local and state guidelines.
- Take and respond timely to inquiries relating to accounting finance or payroll data.
- Interact with vendors and employees on matters related to the finance and payroll operations.
- Perform related tasks as assigned.
Physical Requirements
- This work requires the occasional exertion of up to 10 pounds of force.
- Work regularly requires sitting speaking or hearing using hands to fingers handle or feel and repetitive motions.
- Work occasionally requires standing walking stooping kneeling crouching or crawling with hands and arms pushing or pulling and lifting.
- Work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of spoken word; hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data operating machines and observing general surroundings and activities.
- Work is generally in a moderately noisy location (e.g. business office light traffic).
