Vancouver Coastal Health (VCH) is seeking an engaging and collaborative clinical staff leader for the role of Regional Program Medical Director Stroke Program. Reporting directly to the Vice President of Medicine and Academic Affairs this role receives program direction from the Vice President of Community Services the Regional Executive Sponsor to the Senior Executive Team. Working in co-leadership with the Regional Program Director Stroke the Regional Program Medical Director provides strategic senior medical leadership for planning evaluating and advancing the Stroke regional program and associated services.

In partnership with the Regional Program Director this role will co-develop and implement regional strategies for VCH and Providence Health Care (PHC) that align with provincial mandates. Additionally the role will develop and maintain a high-functioning partnership among clinicians system-wide to strengthen collaboration across acute rehabilitation and community services and programs promoting seamless stroke care for patients and families.

The Regional Program Medical Director and the regional Program Director will jointly implement and co-chair the Regional Program Committee. They will ensure consultation and close collaboration with Communities of Care (CoC) medical leadership operational directors and other operational / clinical / practice partners responsible for delivering health care services achieving ministry of health clinical services plan for program service quality and meeting stroke quality metrics and standards. They will also ensure collaboration with academic leadership to support research and innovation within the program.

Guided by a population health approach the regional program medical and operational directors design and evaluate services to meet the needs of the stroke population at all stages (from prevention to treatment to post-stroke recovery) and across the entities which include the Communities of Care (CoCs) and Providence Health Care (PHC) in accordance with regional provincial and national standards and provincial legislation policies and guidelines securing a high-quality safe and integrated continuum of care. This work aligns with VCHs commitment to Indigenous Cultural Safety Anti-Racism Equity Diversity and Inclusion and Planetary Health.

While the coordination of regional planning implementation evaluation and delivery of service expectations/standards will be the responsibility of the Regional Program the day-to-day accountability for budget delivery of services and achievement of performance targets rests with the respective community of care.

Key Accountabilities:

With direction from the Executive Sponsor and in partnership with the Regional Program Director and Executive Sponsor for the Regional Program this role is accountable for the following:

Ensure Equitable and Timely Access to Culturally Safe Care Across VCH and PHC

  • In close collaboration with the Indigenous Health teams and other key partners such as Stroke Services BC Heart and Stroke Foundation March of Dimes and FNHA continue to build pathways that support the vulnerable populations and enhance culturally safe and trauma-informed care across the continuum of care.
  • Create an overview of the stroke services available within VCH/PHC summarizing key patient/client/resident services physical infrastructure and provider resources for all sites.
  • Engage communities populations patients/clients/residents and the public to reflect their needs in the development of Regional Program plans particularly where significant change is anticipated.
  • Identify prioritize and implement opportunities to improve efficiency coordination access and integration of services along the continuum of care across the region.
  • Review and implement the tiers of service across the region in partnership with PHSA.

Ensure Consistent Low-Carbon and High-Quality Standards of Care

  • Co-lead key strategic projects and initiatives including:

o Inter-regional capacity management.

o Leading cross-regional quality improvement initiatives (i.e. hyper acute and acute stroke management rehabilitation community transitions and recovery)

o Facilitating regional safety event reviews.

o Facilitating equity through team-based models of care outreach and virtual care across the region including rural and remote communities.

  • Consistently identify opportunities to improve health outcomes and quality standards matching services against population needs.
  • Work closely with Academic Leadership to facilitate discussions on developing innovative strategies for teaching learning and research opportunities.

Coordinate and Align Local Regional and Provincial Strategies and Policies

  • Collaborate strategically with Regional Department Heads VCH & PHC relevant site leads senior medical directors and others to ensure their perspectives are represented within the Regional Program Committee. As applicable conduct onsite visits across Communities of Care.
  • Co-lead regional strategic planning for the Regional Program within the context of the MoH PHSA (SSBC) VCH and PHC strategic plans ensuring recognition and alignment with these and the CoC strategies including all clinical and academic components.
  • Influence and persuade partners to align efforts and achieve regional goals through communication collaboration and engagement.
  • Oversee strategic investments in consultation with the Executive Sponsor.
  • Establish regional program processes and outcome targets developing key indicators for monitoring and reporting to support meeting strategic goals and objectives while providing status updates to the CoCs and senior leadership.
  • Direct and monitor the activities of working groups and subcommittees.
  • Coordinate and co-chair the Regional Program Committee meetings to discuss relevant regional issues and ensure communication among the parties participating in the delivery of services within the Regional Program.

Provide a Single Point of Contact for Each Service Within the Health Authority

  • Represent VCH interests to inter-regional provincial and national interest groups.
  • Act as a spokesperson for VCH as required and participate in relevant committees and boards.
  • In collaboration with the Executive Sponsor respond to requests from the Ministry of Health.
  • Perform all other related responsibilities as required.

Qualifications

Education Licensing & Experience:

  • A Medical degree and specialty certification in Neurology and active licensure with the appropriate regulatory colleges as required for medical staff appointment with recognized clinical expertise in the field of the regional program
  • A minimum of 5 years recent medical leadership experience in leadership roles in a health authority or comparable setting preferably in an academic health science center.
  • An advanced degree in medical education healthcare administration or a related field is favoured.
  • A track record of leading development of multi-partner system level projects and initiatives highly desirable.
  • Eligibility for a faculty appointment with the University of British Columbia Faculty of Medicine is required.
