Job Summary

Introduction

MarylandsFamily and Medical Leave Insurance (FAMLI) program makes sure all workers inMaryland have paid time off for medical and family reasons. FAMLI is a socialinsurance system covering 2.6 million workers and 180000 employers deliveredas a digitally native public-facing service. Were in the early stages ofbuilding something as big and as far-reaching as unemployment insurance or anew health department. We know that delivering services primarily through awebsite over the Internet is a new way of doing business in government.

TheEmployer Services directorate is responsible for overseeing employerparticipation in the FAMLI program ensuring accurate and timely contributionsand reports from employers and understanding their needs in complying with andparticipating in this new benefit.

The Business Analyst manages employer profilesand submissions for Marylands FAMLI program while providing direct supportthrough various communication channels. They perform complex operationalanalysis reconciling transactions and interpreting legislation to ensurefiscal policy compliance. Additionally the role drives service initiatives byanalyzing data trends to improve employer services.

Main Purpose of Job

The Business Analyst role handles employer profile management supports Quarterly Wage and Hour Reports submissions supports contributions and responds timely to in-person telephone and/or email inquiries. This role provides in-person and virtual support for employers required to participate in Marylands FAMLI program. The Business Analyst performs complex analysis of Employer Services operations including: research analyze interpret and apply fiscal policies procedures and guidelines to processes; reconcile employer transactions and solve complex problems; research and interpret directives legislation regulations and policies to evaluate the impact on employer services operations; facilitate employer services initiatives and analyze operational data for accuracy and identification of trends and variances.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Provide expertise to establish maintain and update employer profiles in compliance with program and statutory requirements.
  • Provide expertise to establish maintain and amend employer Quarterly Wage and Hour Reports submission.
  • Researches and responds accurately and timely to in-person telephone and/or email inquiries.
  • Maintain secure auditable records in accordance with state and federal data governance protocols.
  • Research analyze interpret and apply fiscal policies procedures and guidelines to processes reconcile employer transactions and solve complex problems.
  • Analyze operational data for accuracy and identification of trends and variances.
  • Conduct post-implementation reviews to validate effectiveness and ensure alignment with strategic goals set by senior directors and leadership.
  • Formulates final reports and effective recommendations base on analyses conducted.
  • Prepares and develops user guides operational manuals statistical reports work-flow charts and performance measurement criteria.
  • Documents programmatic milestones and decisions.
  • Develop and maintain control processes.

MINIMUM QUALIFICATIONS

Education:

  • Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

  • Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelors Degree.
  • Exceptional attention to detail and a track record of identifying problems generating and implementing creative solutions.
  • Demonstrated ability to manage projects and adapt to changing priorities environments and challenges.
  • Proven excellent supervisory and leadership skills.
  • Strong written and verbal communication.
  • Proficiency in Microsoft Excel Microsoft Word and Google Workspace (Drive Sheets Calendar etc.).
  • Three years of experience developing and implementing process improvements or system enhancements to streamline financial operations and increase accuracy.
  • Three years of professional business analyst experience.
  • Three years of experience examining analyzing and interpreting large data records and reports.
  • Three years of professional experience with analyzing data creating reports and supporting data-driven decisions.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates aresubject to a background check against files maintained by the Division ofUnemployment Insurance (Labor/DUI) to determine whether any monies are owedto Labor/DUI as a result of unemployment insurance overpayment/fraud. Anyunpaid debt may have an impact on whether or not a candidate is offeredemployment.

Employees in thisclassification may be required to have daily use of a motor vehicle while onofficial State business. Standard mileage allowance will be paid for use of aprivately owned vehicle.

Personnel employed inthis classification may have access to federal tax information and may besubject to a state and FBI criminal background check as a condition ofemployment

SELECTION PROCESS
