Specialized IT Consultant Senior for Registries

Must Haves:

• 3-4 years of application support experience (including issue analysis remediation support documentation)
• 4-5- years of extensive Java development experience including expertise in programming with Java Server pages (JSP) and servlets Web frameworks (e.g. Struts and Spring)
• 4-5 years of experience in service-oriented architecture/web services (SOAP/REST)
• 3-4 years of experience with IBM WebSphere Application Server (WAS)
• 3-4 years of application support experience (issue analysis remediation support documentation)
• 2 years of experience with container-based development (e.g. Docker Kubernetes OpenShift)
• Experience with PKI and WS-Security WS-Policy and various WS-* standards
• Practical experience with HL7 / FHIR messaging
• Experience with SQL programming in relational databases
• Strong understanding of Software Development Life Cycle (SDLC) Quality Assurance requirements and software

Nice to Have:

• 4-5 years of experience with IBM InfoSphere Master Data Management (MDM) Identity Hub Standard Edition (formerly Initiate)
• Practical experience with AWS (Cloud Computing Networking Administration)

Description

Background Information

• The purpose of this request is to acquire two Sr. Specialized IT Consultants who will be responsible for providing oversight across multiple workstreams within the Registry backlog remediation initiative across multiple fiscal years. The business title for these roles will be Lead Data Engineer.
• The Registries - Provincial Client Registry (PCR) Provincial Provider Registry (PPR) are foundational components of Ontarios Electronic Health Record (EHR). Both registries receive data from multiple sources leveraging the Master Data Management software to match and link records to a unique entity and to establish a Golden Record in support of client queries to provide the most current view of the entity.

Responsibilities:

• The Lead Data Engineers (x2) will be responsible for application support development and maintenance to create new services optimize existing services. These roles will provide oversight across multiple workstreams within the Registry backlog remediation initiative.

• 2 3-4 years of application support experience (including issue analysis remediation support documentation) - 20 Points
• 3 4-5 years of extensive Java development experience including expertise in programming with Java Server pages (JSP) and servlets Web frameworks (e.g. Struts and Spring)- 20 Points
• 4 3-4 years of experience with IBM WebSphere Application Server (WAS)- 15 Points
• 5 Practical experience with AWS (Cloud Computing Networking Administration)- 15 Points
• 6 Excellent communication skills written and verbal (articulate detail oriented and factual) and interpersonal (clarifying active listening) manage conflict or stressful situations. -10 Points

Deliverables

• Deliverables Include but are not limited to:
• The Lead Data Engineer (x2) will be responsible for application support development and maintenance to create new services and optimize existing services. They will also work with the application teams to support root cause analysis and identify resolution options. They are expected to provide the following:
• Tier 1 application support
• Support maintenance releases
• Delivering well designed efficient and testable code
• Proficiency in Java frameworks and libraries
• Writing reusable Java libraries
• Follow coding best practices
• Support AWS based initiatives (setting up services in the cloud troubleshooting)
• Design and Implement RESTful APIs and microservices
• Clearly convey technical information both verbally and in writing
• Identify and remediate issues in the code including performance bottlenecks
• Conduct unit and integration tests
• Perform code reviews
• Document deliverables and provide knowledge transfer at the end of the contract

Additional Terms

• Term: The term of this Engagement Assignment is 251 Business Days with an option to extend for up to an additional 253 days at the Agencys discretion. The Engagement Assignment may be extended for unused Business Days at the Agencys discretion.
• The resource will comply with the Agencys policies and procedures.
• The Agency systems cannot be accessed from outside the province of Ontario and the Agencys assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from the Agency.
• Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
